The Regular Meeting of the Dundee Township Board was held Tuesday, August 27, 2019, at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited. Roll call of officials was taken: Supervisor Uhl, Treasurer Sontag, Clerk Salenbien, Trustees: Lazette, Travis Horkey, Jaworski and Trustee C.J. were present.
Treasure Sontag moved to adopt and approve the agenda as presented and Trustee CJ supported. Motion carried. Trustee CJ moved to approve the Regular meeting minutes held July 23, 2019 and waive the reading of such. Trustee Lazette supported. Motion carried. Trustee CJ moved to approve the July, 2019 Treasurer’s report. Clerk Salenbien supported. Motion carried. Trustee Lazette moved to approve the Correspondence and place on file. Trustee CJ supported. Motion carried.

Supervisor Uhl: Supervisor Uhl reported the Village will be holding a Chillin & Grilling event on September 11th. Two pieces of correspondence were received from the Public Service Commission regarding DTE Public Hearings coming up.
Trustee C.J.: None
Trustee Lazette: Trustee Lazette reported the Planning Commission met last week and a representative from Carlisle Wortman & Associates was in attendance. The PC discussed the price breakdown for the Revised, Scope of Work. The planning commission approved a motion to have Carlisle Wortman review the master plan and to bring back concrete list of suggestions to the board they felt needed addressed. Supervisor Uhl reported an email was received from Laura Kreps (after the PC meeting) and the costs for CWA to prepare a detailed list defining the items they think need addressed is going to be $500.00. Trustee CJ moved to authorize the $500.00 expense for Carlisle Wortman to review our master plan and bring back a detailed list to the board. Treasurer Sontag supported. Motion carried.

Clerk Salenbien: Clerk Salenbien reported the state will be doing upgrades on all our voting machines in the next week. Clerk Salenbien reported she and Supervisor Uhl felt we should give our new Insurance Agency, The Decker Company a year before making any changes. All insurance policies will renew on the dates as they currently are for this year and be reviewed next year during budget workshops. Supervisor Uhl will send letters to the two other agencies thanking them for quoting our policies.
Amendment to Consent Judgement – Shultz Property: Attorney, Phil Goldsmith (representing Robert Shultz) and Jay Ellis, Stoneco representative were present to address and update the board on the 2nd amendment to the Consent Judgement. Goldsmith reported he contacted Hassett Title and they have confirmed there were no new recordings since 2008 when it was transferred from Mark Parran to Hidden Hollow Farms, LLC. No other intervening transfers have occurred since January 29, 2008. At the time of divorce, Mrs. Shultz quit claimed any interest in the property and a release of interest instrument was transferred from Hidden Hollow Farms, LLC to Robert Shultz. Therefore, Robert Shultz is the sole member and is authorized to enter into the 2nd Amendment to the consent judgement. The Township Attorney and Attorney Goldsmith both would like Mr. Shultz to sign a corporate resolution offering his assurance that he is the sole member of Hidden Hollow Farms, LLC as another layer of protection for the township. Jay Ellis reported Stoneco will pay for all the township’s legal fees that we have incurred dating back to March. At this time Trustee CJ moved to approve the 2nd Amendment to the Consent Judgement as prepared by our attorney and that Mr. Shultz provide and sign a Corporate Resolution affirming, he is the only member. Trustee Travis supported. Motion carried. Attorney Goldsmith will contact Mr. Shultz to come in and sign the resolution and paperwork this week.
Monroe Conservation District Contribution: Trustee CJ moved to contribute $750.00 to the Monroe Conservation District as we have done in the past. Treasurer Sontag supported. Motion carried.
Senior Citizens – Annual Pig Roast: Trustee CJ moved to approve the purchase of five- $50.00 gas cards for donation to the Senior Citizens Annual Pig Roast. Trustee Lazette supported. Motion carried.
Resolution 2014-4, Approving Amended Freedom of Information Act Procedures and Guidelines and Amended Summary: Clerk Salenbien discussed the amendments as recommended by the Township Attorney to address the provisions added to the FOIA by Public Act 523 of 2018. Trustee CJ moved to adopt and approve Resolution 2019-4, Approving Amended Freedom of Information Act Procedures and Guidelines and Amended Summary as presented. Treasurer Sontag supported. A roll call vote was taken with all board members voting in favor. Motion carried.
Library Art Discussions: Supervisor Uhl reported the Village has contracted someone from Chelsea to display and sell artwork in the various locations within the Village of Dundee and would like one of the locations to be outside in front of the Library. There would be no cost to the township if a concrete pad is poured to house this artwork. Trustee CJ moved to allow the use of the front of the Library as a display location for the artwork display. Trustee Jaworski supported. Motion carried.
ANY OTHER ADDITIONAL BOARD COMMENTS:
Trustee Travis inquired about stabilization work being done along the river in Raisinville Township on Dixon Road.
Clerk Salenbien reported the bridge on Petersburg Road (south of M-50) is out for bids.
Supervisor Uhl reported 28 resumes were received for the assessing clerk position. Interviews will take place after Labor Day and a recommendation will be presented at our next board meeting.
Motion made by Trustee CJ supported by Clerk Salenbien to pay the bills from 8/8/19 in the amount of $15,858.25. Motion carried.
Motion made by Trustee Lazette supported by Treasurer Sontag to pay the bills from 8/22/19 in the amount of $56,029.20. Motion carried.
Motion made by Treasurer Sontag supported by Trustee Lazette to adjourn the meeting. Motion carried. The meeting adjourned at 8:03p.m.
