DUNDEE TOWNSHIP

BUDGET WORKSHOP

FEBRUARY 26, 2008

 

The budget workshop of the Dundee Township Board was held Tuesday February 26, 2008 at the Dundee Township Hall.  Supervisor Uhl called the workshop to order at 5:30 p.m.  The Pledge of Allegiance was recited.

Present were Supervisor Uhl, Clerk Lupu, Treasurer Goetz and Trustees:  Larson, Juckette and Lazette.  Trustee Winkelman had an excused absence.

Board members were previously given budget information for review.  The 2008 IRS mileage figure is 50.5 cents per mile.  This has increased the budget line for all departments affected. 

Salaried personnel have been budgeted a 3% increase.  The hourly employees have received a .50 cent per hour increase.

The assessing department requested an increase of approximately 4% for the assessor's salary.  Discussion occurred regarding an additional increase to the assessor assistant's hourly wage.  Christine Fricke received her level II certification this year.  Board members agreed a $1.50 per hour increase was adequate.

The electrical department did not have line items for memberships and dues and mileage.  These budget lines were added to the department.

The fire department has requested a new refrigerator for the break room.  The purchase of a stokes basket and a stair chair will allow the fire men to carry an injured person from a remote location to a medical vehicle.  The approximate cost of the basket is $800.00 and the chair is $500.00.  Fire engine 22-4 needs re-striping at a cost of $1,500.00.  The roof and the driveway of the fire department are in need of repair.  The costs will be added to the fire department maintenance budget.

Building Inspector Bob Madaski receives many phone calls on his privately owned cellular phone.  A $20.00 stipend will be budgeted towards his cell phone bill.

State revenues are received for the liquor control department.  This revenue is to off set any expenses in the department.  A $5.00 increase in the inspector's salary will maintain the flow of funds in this department.

With no further information to discuss Trustee Lazette made a motion to adjourn the budget workshop with support by Clerk Lupu.  Motion carried.  Time of adjournment was 6:42 p.m.

REGULAR MEETING

FEBRUARY 26, 2008

 

 

The regular meeting of the Dundee Township Board was held Tuesday February 26, 2008 at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.  The Pledge of Allegiance was recited.

Present were Supervisor Uhl, Clerk Lupu, Treasurer Goetz and Trustees:  Larson, Lazette and Juckette.  Trustee Winkelman had an excused absence.

Motion by Trustee Larson and supported by Clerk Lupu to accept the agenda as printed.  Motion carried.

Motion by Trustee Juckette and supported by Trustee Larson to approve the minutes of the regular meeting held February 12, 2008 and waive the reading of such.  Motion carried.

Motion by Trustee Juckette and supported by Trustee Lazette to accept the treasurer's report for January 2008.  Motion carried.

Motion by Trustee Juckette and supported by Clerk Lupu to accept the correspondence and place on file.  Motion carried.

Assessing Department

All village and township assessment change notices have been mailed to residents.  A busy board of review is anticipated.

 

Trustee Lazette

Treasurer Goetz 

Residents have until February 29, 2008 to pay their winter taxes after that date they must be paid to the county treasurer.  Each fiscal year a review of the township finances is evaluated to determine if additional funds are available to transfer to the improvement revolving fund.  The anticipated use of these funds is for the purchase of property to build a new fire hall.  Motion by Treasurer Goetz and supported by Supervisor Uhl to amend the improvement revolving fund budget revenues and transfer $50,000.00 from the general fund to the improvement fund.  Motion carried.

 

OLD BUSINESS

Supervisor Uhl received a phone call from Village President Ted Norris conveying that the Joint Fire Authority discussion will occur at their regular meeting to be held on March 4, 2008.  This item will remain under old business and discussed at the next township meeting to be held March 11, 2008.

 

NEW BUSINESS

Monroe County Road Commission contracts for mowing, gradall and excess gradall were received for 2008.  Trustee Juckette suggested that a list for township gradall projects be given as soon as possible to the road commission to expedite services to the township.  Motion by Trustee Juckette and supported by Treasurer Goetz to approve the mowing contract for $19,000.00, the gradall contract for $6,014.00 with the township portion of $1,503.50 and the excess gradall contract at 100%.  Motion carried.

The state has mandated that language be adopted setting criteria for poverty guidelines.  The township granted one partial poverty exemption last year and has received one application this year.  Motion by Clerk Lupu and supported by Trustee Larson to adopt Poverty Guidelines Resolution 2008-2.  Roll call vote as follows:  Trustee Lazette yea, Treasurer Goetz yea, Trustee Juckette yea, Trustee Larson yea, Clerk Lupu yea and Supervisor Uhl yea.  Motion carried.

A representative from Argonaut Ecological Consulting, Inc. contacted the township attorney requesting a settlement to the Simon property violations.  The DEQ has imposed violations as well for the placement of fill within a regulated wetland and the 100-year flood plain of the Saline River.  A schedule of clean up and restoration has been sent from DEQ to the Simon family.  The Simon family was previously instructed by the township to cease and desist all operations at the site however; this did not occur.  Clean up is mandatory in order to comply with the township ordinance.  Motion by Supervisor Uhl and supported by Trustee Larson to approve the authorization of a written response from the township attorney to Kathy Kinsland of Argonaut Ecological Consulting, Inc. in refusal of township negotiations regarding the Simon property restoration and allow DEQ to pursue negotiations directly with the Simon family.  Motion carried.

A letter was received from the Dundee School Board accepting the township's request for the use of the middle school gym for all government elections.  The gym is currently used for school elections only.  This will give the residents of Dundee an even greater use of their school tax dollars.  This will allow for all three precincts to be in one room.  The township has outgrown the areas previously used as polling places.  The fire hall was used as precinct three, which forced the removal of the diesel fire trucks on the day of elections which are sometimes held during cold weather.  Precincts one and two were in the township and there was no room for residents to form lines while waiting to vote forcing them to wait outside.  Motion by Clerk Lupu and supported by Supervisor Uhl to approve the change of all three township polling places for all government elections to the Dundee Middle School gym effective February 26, 2008.  Motion carried.

Motion by Trustee Larson and supported by Treasurer Goetz to pay the bills in the amount of $6,257.68.  Motion carried.

 

Motion by Clerk Lupu and supported by Trustee Lazette to adjourn the meeting.  Motion carried.  Time of adjournment was 7:47 p.m.
