The Regular Meeting of the Dundee Township Board was held on Tuesday, October 23, 2018, at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited. Roll call of officials was taken: Supervisor Uhl, Treasurer Sontag, Trustees: C. J. Horkey, Gary Lazette, Travis Horkey and Ken Jaworski; Clerk Salenbien excused. A moment of silence was observed in memory of Clerk Salenbien’s son Leon Salenbien. Supervisor Uhl moved to approve the agenda with the addition of Ordinance Officer Ames’ report to correspondence. Trustee C. J. Horkey supported. Motion carried. Trustee Lazette moved to approve the Regular Meeting minutes of September 25, 2018 and waived the reading of such. Trustee C. J. Horkey supported. Motion carried. Trustee C. J. Horkey moved to approve the September Treasurer’s report and Trustee Jaworski supported. Motion carried. Trustee C. J. Horkey moved to approve the correspondence and place on file. Supervisor Uhl supported. Motion carried.

Larry Cymbola and Jim Baisden were present representing the Dundee Veterans Memorial Group. They presented the Township with a flag which was flown over the nation’s capital and then raised over Leib Cemetery October 6, 2018 as part of the Flags Over Veterans organization. Their wish is we display the flag and accompanying certificate in a predominate location to honor the veterans interned in Dundee Township cemeteries. They also thanked the Township for their support providing the flags for the veterans in the Dundee Township cemeteries.
Assessing Department: Mr. Brazeau stated the poverty guidelines have been issued for the coming year.
Building Department: None
Supervisor Uhl: Supervisor Uhl explained we have set aside $50,000 for excess gradall work. She has number for Gloff Road from the railroad track north to Dixon Road for ditching work on both sides of the road. The estimated cost would be $10,000. On Trost Road, two (2) cross tiles are no longer working. The estimated cost to replace the tiles would be $3,000 for one and $5,000 for the other. These projects can be accomplished before the ground freezes this year. Trustee Lazette made the motion to use the excess gradall funds to accomplish Gloff Road work and Trost Road cross tile work for approximately $18,000. Trustee CJ supported. Motion carried.
Supervisor Uhl contacted Summerfield Township regarding the potential expansion of Oakgrove Cemetery. She was contacted by their supervisor the potential expansion was discussed and approved at their last meeting. The title work regarding this is complete. Kerry is looking at one item before it proceeds. Mr. Lloyd has been contacted as to the status.
Trustee C.J.: There were 56 runs by the fire department for September. He is also turning in the firemen payroll for the year. C.J. presented a picture and letter from Pierce Fire Equipment of the new fire truck we purchased and recently took possession of. A place of honor will be found for the items at the fire hall.
Trustee Lazette: The work on the Library steps has been completed. A bigger problem has been identified. The raised wall area holding the air conditioners is pushing out. He stated a potential remedy for the problem would be disconnecting the a/c units, storing them in the garage at the township hall, take the bricks out and replace with a solid poured concrete wall a minimum of 8 inches thick. He would propose getting quotes for spring work. Another suggestion was possibly lowering the area down to grade to insure drainage.
He attended the Leib Cemetery Flags Over Veterans ceremony with Supervisor Uhl. He stated the event was a very nice tribute.
Trustee Travis: Trustee Travis asked if the draft problems at the new fire hall have been addressed. Chief Motylinski has not had luck with his resources. Trustees Lazette and Jaworski offered to provide assistance.
Trustee Jaworski: The gate at Maplegrove Cemetery has been repaired.
Treasurer Sontag: Thanked everyone for the suggestions provided for the winter tax mailing. These will be finalized and copies provided for final approval.
Clerk Salenbien: Treasurer Sontag provided a report for Clerk Salenbien. The public accuracy test has been completed and preparations for the General Election are ongoing.
MCRC Invoices for Brewer Road & Petersburg Road Projects: The board consensus is to hold the payment checks included in the accounts payable dated October 18, 2018 until satisfied with the work. At this point there are concerns with shoulder work, driveway problems and replacement of mailboxes.
Tribunal Discussion: A draft letter has been developed as a starting point to discuss how to inform taxing jurisdictions of potential revenue losses and request assistance in defending a tax tribunal. Cabela’s/Bass Pro have challenged their property value. Per Assessor Braseau, Bass Pro does not typically own their properties but lease them back on long term leases. The company is asking for values to be cut by two thirds of what they paid for it. Our attorney feels the $10,000 to $15,000 sited in the draft letter may only cover the appraisal fee and not attorney fees. Assessor Braseau would like to hire a firm in Grand Rapids, Michigan who has a record of successfully defending such challenges. This process would be expensive due to the massive amount of manpower needed to defend the challenge; therefore requesting and receiving assistance from involved taxing jurisdictions is necessary. Trustee C.J. suggested more accurate figures for the legal and appraisal fees be obtained from our attorney. He also said we should have more concise figures of the potential losses and a clearer explanation before approaching the effected jurisdictions. Trustee C.J. made the motion to adjust the $10,000 to $15,000 to provide a more accurate estimate of the expected fees (attorney and appraisal fees) and develop a format that clearly describes and explains the potential loss each area may experience. When these are available, letters should be sent. Motion supported by Trustee Lazette. Motion carried. In addition to sending the letters, Assessing will investigate what is necessary to retain the firm Assessor Braseau is proposing we hire and report back.
Planning Firm Discussion: The Planning Firm Workshop held their meeting Thursday, October 11, 2018. The workshop consensus was to recommend the Dundee Township Board of Trustees invite four (4) firms to interview. A motion was made by Trustee C.J. to follow the recommendation of the Planning Firm Workshop to interview Carlisle Wortman Associates, Inc., McKenna & Associates, Spicer Group and Wade Trim. Trustee Lazette supported. Motion carried. Letters will be sent by Supervisor Uhl to each firm to set a time for interviews.
ANY OTHER ADDITIONAL BOARD COMMENTS:
Trustee C.J. reminded the board we are still missing a Zoning Board of Appeals member. Supervisor Uhl stated she sent letters to two (2) individuals. One stated they could not do it at this time and a meeting is being set up to meet with the other.
Trustee Travis expressed concern regarding the spraying for phragmites is also killing grass and could this lead to soil erosion. Supervisor Uhl will mention this concern to the MCRC when she talks to them.
Motion made by Supervisor Uhl supported by Trustee C.J. to pay the bills from October 4, 2018 in the amount of $18,746.94. Motion carried.
Motion made by Treasurer Sontag supported by Supervisor Uhl to pay the bills from October 18, 2018 in the amount of $542,575.60. (The check for the Brewer Road project and Petersburg Road project will be held until satisfied with the work.)
Motion made by Trustee Lazette supported by Trustee Jaworski to adjourn the meeting. Motion carried. The meeting adjourned at 8:19 p.m.
