DUNDEE TOWNSHIP

REGULAR MEETING

AUGUST 14, 2007

 

The regular meeting of the Dundee Township Board was held Tuesday August 14, 2007 at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.  The Pledge of Allegiance was recited.  Present were Supervisor Uhl, Clerk Lupu, Treasurer Goetz and Trustees:  Larson, Williams, Lazette and Juckette.  Approximately eleven citizens were in attendance. 

Motion by Trustee Williams and supported by Trustee Larson to accept the agenda as printed.  Motion carried.

Motion by Trustee Larson and supported by Treasurer Goetz to approve the minutes of the regular meeting held July 24, 2007 and waive the reading of such.  Motion carried.

Motion by Trustee Juckette and supported by Trustee Lazette to accept the correspondence and place on file.  Motion carried.

 

PUBLIC COMMENT

Head Librarian Jennifer Grudnoski presented flyers to the board for the upcoming festivities commemorating the 20th anniversary of the library building.  The Luau Bash will be Thursday September 13, 2007.  Advance tickets will be available at the library.

 

OFFICIAL REPORTS           

Supervisor Uhl

A notice was sent to the board regarding the Janney and Grubb Drains located in the township.  These drains will be assessed for maintenance by the Drain Commission within the 2007 calendar year. 

A tour of the Bigelow Road project was given by the road commission.  A target date of Monday August 20, 2007 has been set for the reopening of the road.

Assessing Department

Christine Fricke from the Assessing Department was present to request approval to attend an Economic Condition Factor class from September 5 through September 7 in Novi, Michigan.  She currently does not belong to the Michigan Assessor's Association.  The membership cost is $75.00.  If she becomes a member the cost of the class will be lowered from $250.00 to $150.00.  Motion by Trustee Juckette and supported by Treasurer Goetz to allow Christine Fricke to attend the ECF class including membership into the Michigan Assessor's Association at a cost of $75.00 for the membership and $150.00 for the class.  Motion carried. 

 

Building Department

Building permits that were issued prior to Mr. Madaski's appointment as building inspector will need to be reviewed.

Trustee Williams

The next planning commission meeting will be held on Wednesday, August 15, 2007 beginning at 7:00 p.m.

Trustee Lazette

Chief Motylinski has requested permission to retain bids for selling the 1985 fire truck that will be replaced with the new truck that will be delivered at the end of August.  The fire truck is diesel and could possibly be sold for $10,000.00 to $13,000.00.  Motion by Trustee Williams and supported by Trustee Lazette to allow the fire department to retain bids for the 1985 fire truck #3, with a bid not to be accepted for lower than was previously anticipated.  Motion carried.

Trustee Juckette

Residents had concerns regarding the interruption of their fire protection associated with the temporary closure of Bigelow Road.  Alternate fire routes and protection were implemented however, in the future public notification will be considered.

Treasurer Goetz

Information is being obtained from the village for upcoming winter tax bills.

Clerk Lupu

The 20th anniversary of the library building will be occurring in September.  In anticipation of the event the basement floor needs to be stripped and waxed and the library carpeting will need to be cleaned.  Motion by Clerk Lupu and supported by Treasurer Goetz to approve the stripping and waxing of the basement floor at a cost of approximately $300.00 and the shampooing of the carpet for approximately $95.00.  Motion carried.

 

NEW BUSINESS

Figures have not been received from the road commission regarding the stoning projects slated for September and early October.

The excess gradall projects targeted for this fall will include ditching along Wells and Eggert Road.  These projects will require using the budgeted excess gradall funds and an additional $2,000.00 in township funds.

The Bigelow Road S-curve project is nearing completion with the reopening of the road to occur on Monday August 20, 2007.

Petitions that were previously signed for the Nieman Road water district portray an excess of 50% of the acreage in favor of a water district.  However, verbal communication with the residents has yielded a negative consensus.  A public hearing will be necessary to accurately determine if the water district will proceed.  Motion by Trustee Williams and supported by Trustee Larson to approve the Creation of Nieman Road Water District 2007-1 Resolution 2007-2.  Roll call vote as follows:  Treasurer Goetz yea, Trustee Lazette yea, Trustee Juckette yea, Trustee Larson yea, Trustee Williams yea, Clerk Lupu yea and Supervisor Uhl yea.  Motion carried.  A joint public hearing will need to be held with Raisinville Township.  Motion by Supervisor Uhl and supported by Trustee Lazette to hold the Nieman Road Water District public hearing on Wednesday August 29, 2007 at the Raisinville Township Hall beginning at 7:00 p.m.  Motion carried.

The 2007 MTA Fall District meeting will be held in Ann Arbor, Michigan on September 27, 2007.  Motion by Treasurer Goetz and supported by Trustee Larson to allow any board member to attend the MTA District meeting on Thursday September 27, 2007.  Motion carried.

A pond was excavated on property owned by Mr. Oney Jackson in 2006.  One of the requirements for approval of the pond was that a house was to be built on the site within one year and this has not occurred.  He is now requesting approval to construct a 30 x 40 foot pole barn on the property.  Due to the fact that a home was not constructed the lot now has become non-conforming.  The township attorney will need to be consulted.

Motion by Clerk Lupu and supported by Supervisor Uhl to allow the building inspector to follow the attorney's recommendation regarding the construction of a pole barn on the Jackson property where a pond was previously constructed.  Motion carried.

 

Motion by Trustee Larson and supported by Clerk Lupu to pay the bills in the amount of $24,371.38.  Motion carried.

 

Motion by Clerk Lupu and supported by Trustee Lazette to adjourn the meeting.  Motion carried.  Time of adjournment was 8:40 p.m.
