The Regular Meeting of the Dundee Township Board was held Tuesday, May 28, 2019, at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited. Roll call of officials was taken: Supervisor Uhl, Treasurer Sontag, Clerk Salenbien, Trustees: Lazette, Travis Horkey, Jaworski and Trustee C.J. were present.
Trustee CJ moved to adopt and approve the agenda as presented and Trustee Travis supported. Motion carried. Trustee C.J. moved to approve the Regular meeting minutes held April 23, 2019 and waive the reading of such. Treasurer Sontag supported. Motion carried. Trustee CJ moved to approve the April, 2019 Treasurers report and Clerk Salenbien supported. Motion carried. Treasurer Sontag moved to approve the correspondence and place on file. Trustee Lazette supported. Motion carried. Clerk Salenbien reported the Ordinance Officers report for April/May was not received.
PUBLIC COMMENT: None
Assessing Department: Bob Brazeau, Assessor, wanted to propose to the board a change in hours/days that Barry Wauldron his assistant works. The board learned that Barry will be working for LaSalle Township one day a week (Tuesdays) and also currently works for London Township after he leaves here. Currently, Barry works at Dundee Township Monday through Thursday 9-3 and would now like to change the days he works to Monday, Wednesday, Thursday and Friday to accommodate his new job. There would be no lapse in assessing coverage on the days we are open. On Fridays the doors would be locked and no phones would be answered. Supervisor Uhl reported she had received a request from Barry to attend a training class but no paper work was completed. Supervisor Uhl reported Barry was not requesting reimbursement for the class but for the hours he was not at work and she is preparing the paperwork that will be submitted to the board at a later meeting for consideration. Additional discussions followed regarding following policy procedures, pre-approval for reimbursement and policy procedures when working for multiple jurisdictions. The type of class, cost, hours and location of the class would also need to be presented in advance. Bob reported the state is mandating excessive training classes for Board of Review members in the future. Bob Brazeau, reported the need for a third person for clerical work in assessing is necessary due to the all the splits created by the village. Treasurer Sontag reported her deputy has already been doing some clerical work for the assessing department and may be interested in continuing such work. Treasurer Sontag will discuss the matter with Laura and Bob. Succession planning and the required 20% field work were also discussed.
Building Department: None
Supervisor Uhl: Supervisor Uhl reported Phil Goldsmith will have a “draft” amendment to the “Consent Judgement” to Kerry by June 3rd for the board to consider at our June 11th meeting.
Trustee C.J.: Trustee CJ reported he attended the Michigan Week Awards ceremony and presented Ms. Kelly from the Library with our Minuteman award. She was very appreciative.
Trustee Lazette: Trustee Lazette reported he attended the River Raisin Watershed spring meeting along with Trustee Travis.
Trustee Travis Horkey: Attended the River Raisin Watershed meeting. Trustee Travis reported the cross tile has been installed on Alford Road near Dixon Road.
Trustee Jaworski: Trustee Jaworski reported he received a complaint regarding Maplegrove Cemetery on Friday. Board members responded they were mowing Friday morning and it looked very nice for Memorial Day.
Treasurer Sontag: Treasurer Sontag reported she and Supervisor Uhl will be attending a class being offered by MTA on June 18th on “How to hang on to your Township Assessing”. The cost is $182.00 for the both of them to attend and has already been budgeted for. Treasurer Sontag reported she is waiting for the tax roll to be completed to begin the summer tax season work.
Clerk Salenbien: Clerk Salenbien reported a meeting with the auditors is scheduled for June 4th to review the draft audit.
OLD BUSINESS: None
Monroe County Library System: - Service Agreement: The board reviewed the “draft agreement” from the Library system. This agreement up for renewal and is a four-year agreement. Board members voiced their displeasure within the agreement. This is a standard agreement to fit all jurisdictions. Trustee CJ moved to authorize the Supervisor and Clerk to sign the Monroe County Library Agreement as presented. Trustee Travis supported. Motion carried.
MTA Dues: Trustee Lazette moved to approve payment of the MTA Dues for the 2019-2020 year in the amount of $5,617.04. Treasurer Sontag supported. Motion carried.
ANY OTHER ADDITIONAL BOARD COMMENTS:
Supervisor Uhl reported the County Chapter MTA meeting held their meeting last Thursday at the fire hall.
Trustee CJ inquired about an item on the Accounts Payable for insurance withholding for the Snows.
Clerk Salenbien confirmed with the Assessor that our new parcel count for the township is 4,555. This is up from last year which was 4,400 total parcels.
Motion made by Treasurer Sontag supported by Clerk Salenbien to pay the bills from 5/09/19 in the amount of $22,305.87. Motion carried.
Motion made by Trustee CJ supported by Clerk Salenbien to pay the bills from 5/23/19 in the amount of $3,729.41.
Motion made by Trustee Lazette supported by Treasurer Sontag to adjourn the meeting. Motion carried. The meeting adjourned at 8:11p.m.
The next meeting will be June 11, 2019.
