MARCH 12, 2020
The Regular Meeting of the Dundee Township Board was held Thursday, March 12, 2020, at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited. Roll call of officials was taken: Supervisor Uhl, Treasurer Sontag, Clerk Salenbien, Trustees: Jaworski, Travis Horkey and C.J. Horkey were present. Trustee Lazette was excused. Treasurer Sontag moved to approve the meeting agenda and Clerk Salenbien supported. Motion carried. Trustee Jaworski moved to approve the minutes from the Workshop held February 25, 2020 and Treasurer Sontag supported. Trustee Travis abstained. Motion carried. Trustee Sontag moved to approve the Regular meeting minutes held February 25, 2020 and waive the reading of such. Trustee CJ supported. Trustee Travis abstained. Motion carried. There was no correspondence.
PUBLIC COMMENT: Commissioner Hoffman reported on instructions being discussed regarding procedures for first responders responding to emergency calls in light of the COVID Virus.
Assessing Department: Supervisor Uhl reported Board of Review has been completed.

Trustee C.J.: Trustee CJ reported there were a total of 63 fire call for the month of February.
Trustee Lazette: Supervisor Uhl read a letter submitted by Trustee Lazette in his absence. Trustee Lazette reported on his observations at the Primary Election and applauded the Clerk, General Chair and all the inspectors for their service to the community and for doing such a great job during the final hours of the election.

Trustee Jaworski: Trustee Jaworski reported on a meeting he attended with the Drain Commission in Ida and a voluntary pilot program being introduced for installing a “Green Band” along ditches that would help extend the length between drain cleaning assessments.
Trustee Sontag: Treasurer Sontag reported the tax roll has been taken to the county and any delinquent taxes will need to be paid at the county. Treasurer Sontag reported she emailed the MCRC to inquire about scraping of the roads. The county responded it is still to wet but will begin in the next few weeks.
Clerk Salenbien: Clerk Salenbien reported the spring cleanup at the Cemetery’s will begin on March 16th. New items may be placed on the graves after April 1st. Clerk Salenbien thanked her General Chair, Linda Sontag, Deputy, Paula Sievert, Chief Dan Motylinski, Leon Salenbien and Gary Lazette, all the wonderful election inspectors who did another wonderful job and the firemen who helped her setting up and tear down after the election.
Fire Hall Use Policy: The board reviewed and discussed the “Building Use Policy” establishing guidelines for use of the township hall and fire hall. Treasurer Sontag moved to approve the Building Use Policy and adding it to our Policy and Procedures Manual. Trustee Jaworski supported. Motion carried.
2020-2021 Township Board Meeting Schedule: Clerk Salenbien moved to approve the 2020-2021 Township Board Meeting Schedule as presented. Trustee CJ supported. Motion carried.
Schedule A – Appointments: Trustee CJ moved to approve Schedule “A” of Appointments as presented. Trustee Travis supported. Motion carried.
Schedule “B” - Appointments: Trustee Jaworski moved to approve Schedule “B” of Appointments as presented. Trustee CJ supported. Motion carried.
Monroe County Drain Commission Maintenance – Libstaff & Lenawee Drain: Trustee Travis reported on the drain site and where the drain assessment originated from (Lenawee County) and in his opinion is in need of maintenance. The MCDC prepared a resolution for the township, if approved would save the residents within this drainage district money by not having to go through the bidding petition process. All expenses are spread among those residents who are benefiting from the drain cleaning. The estimated costs for the maintenance of the Libstaff and Lenawee drain will be approximately $49,000 for 2.46 miles.
Clerk Salenbien moved to approve Resolution 2020-2, for the maintenance of the Libstaff & Lenawee Drain. Trustee CJ supported. A roll call vote was taken with all members present voting in favor. Trustee Lazette was excused. Motion carried.
Monroe County Drain Commission Drain Commission – Culvert Replacement – Nieman Road over the Dundee & Raisinville Drain: Supervisor Uhl reported a culvert needs to be replace on Nieman Road over the Dundee & Raisinville Drain at a total cost of $12,650.00. This would be a shared cost with Raisinville Township of $6,325.00 each. Trustee CJ moved to approve signing the culvert replacement agreement shared with Raisinville Township at a cost of $6,325.00 each with the Monroe County Drain Commission.
MCRC Contract for Various Chloride / Brine Application: Clerk Salenbien reported on the estimated gallons/and cost comparisons from the 2018 year to this year’s contract. Supervisor Uhl moved to approve signing the contract for Various Roads dust control for the 2020 year as follows: One application of 38% Calcium Chloride on all gravel roads west of US-23 (10’ swath estimated 36,000 gallons) and one application of Mineral Well Brine on all gravel roads east of US-23 (estimated 28,500 gallons) at a cost of $32,900. Treasurer Sontag supported. Motion carried.
Mass Communication Service – Onsolve: Clerk Salenbien moved to authorize Supervisor Uhl to sign the Onsolve, “Letter of Understanding” for shared mass communication services with the Village at a cost to the Township of $2,470 (38%). The Village is to pay $4,030.00 (62%). Trustee CJ supported. Motion carried.
2019-2020 Budget Amendments: Clerk Salenbien moved to approve the 2019-2020 Budget Revenue and Appropriations amendments as presented. Treasure Sontag supported. Motion carried.
ANY OTHER ADDITIONAL BOARD COMMENTS: None
Motion made by Trustee CJ supported by Trustee Jaworski to pay the bills from 3/05/2020 in the amount of $17,677.23. Motion carried.
Motion made by Trustee CJ supported by Trustee Jaworski to adjourn the meeting. Motion carried. The meeting adjourned at 7:39 p.m. The next meeting will be Tuesday, March 24, 2020.
