The Regular Meeting of the Dundee Township Board was held Tuesday, November 13, 2018, at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited. Roll call of officials was taken: Supervisor Uhl, Treasurer Sontag, Clerk Salenbien and Trustees: C.J. Horkey, Gary Lazette, Travis Horkey and Ken Jaworski were present. Treasurer Sontag moved to approve the agenda and Clerk Salenbien supported. Motion carried. Trustee CJ moved to approve the Regular Meeting minutes of October 23, 2018 and waive the reading of such. Treasurer Sontag supported. Clerk Salenbien abstained. Motion carried. Trustee CJ moved to approve the Correspondence and place on file. Treasurer Sontag supported. Motion carried.
PUBLIC COMMENT: Dave Hoffman inquired about some ditching work along Totten Road.
Library Report: Jennifer Grudnoski, Librarian was absent but presented a written report of October statistics for board members.

Supervisor Uhl: Supervisor Uhl reported she had made follow calls to the planning firms selected for interviews. Each
firm would like 30-45 minutes for each for interview. A joint workshop with the Planning Commission and the Township Board will be held on January 16th at 6 p.m. to interview the firms. No decisions will be made at that time. The planning commission will review the firms at their February meeting and make a recommendation to the township board.
Trustee C.J.: Trustee CJ reported there were a total of 50 calls in October. Trustee CJ reported the fire department is working on some grant applications for SCBA’s and a truck through Homeland Security.
Trustee Lazette: Trustee Lazette reported he received one quote for the AC/planter area by the library and will seek a couple more. The light by the stairway at the Library is in need of replacement. Trustee CJ moved to authorize the replacement of the light on the side of the Library building (by the steps) and replace with a new LED light at a cost not to exceed $100.00. Trustee Jaworski supported. Motion carried. A Planning Commission meeting is scheduled for November 21st.
Trustee Travis Horkey: Trustee Travis inquired about ditch work on Gloff Road. Supervisor Uhl will follow up.

Treasurer Sontag: Treasurer Sontag reported she is working on the winter tax bills for mailing.
Clerk Salenbien: Clerk Salenbien reported 57% of the registered voters in Dundee Township voted in the election. Clerk Salenbien expressed her gratitude to Paula and Linda for all their help when she was out of the office and thanked the firemen and all who helped assist in the set up and tear down at the fire hall. Clerk Salenbien thanked the board, staff, and the community for all their help and support at the time of Lee’s death.
OLD BUSINESS: None
2019 Road Projects: Supervisor Uhl reported on the “Proposed Road Projects for 2019” handout she prepared. It is time to ask the road commission to prepare some estimates on projects. Our Primary Road project will be completing Petersburg Road (Brewer to M-50) from Act 51 funds with the MCRC funding the remainder of the project. Supervisor Uhl stated a total of 8.3 miles of paved local roads need to be chip sealed in 2019 and it has been recommended not to delay this work even for one year. This is going to take the bulk of our road millage funds this year. If funds are available shoulder work on Dennison between Brewer and M-50 is being recommended before the chip seal is done. Stone projects and berm removal prior to chip seals were discussed. Treasurer Sontag suggested Day Road (west of 23) needs some addressing and would be a cost share project with Milan Township and Cake Road (approx. 1.5 mile) is another suggestion for a 2” cap of stone. If anyone has further suggestions please let Supervisor Uhl know as she will be meeting with the MCRC soon.
Marihuana Discussion – Sample Ordinance: Supervisor Uhl reported on a letter received from our attorney and two sample ordinances in regards to the Michigan Ballot Proposal 18-1 that recently passed. Trustee CJ stated the Legal community is still trying to understand the proposal and all its effects and regulations before an applicant applies. The Township may consider adopting an ordinance that would prohibit marihuana establishments within its boundaries and any such marihuana establishments as defined in Section 3 of the MRTMA to be completely prohibited. Adopting this type of Ordinance would allow us the time to investigate further as more information becomes available on the details of the proposal. The board discussed the two different Ordinances provided. One was an MTA sample ordinance and the other was provided by our Attorney. Trustee CJ moved to adopt Ordinance #43 as provided by our attorney, to prohibit any such marihuana establishment facilities within our boundaries of Dundee Township and any such marihuana establishments as defined in Section 3 of the MRTMA to be completely prohibited pursuant to the Michigan Regulation and Taxation of Marihuana Act (MRTMA), Section 6.1. Trustee Jaworski supported. A roll call vote was taken with all members voting in favor. Motion carried.

Motion made by Trustee CJ supported by Treasurer Sontag to pay the bills from 11/08/18 in the amount of $21,572.01. Motion carried. Motion made by Treasurer Sontag supported by Trustee Lazette to adjourn the meeting. Motion carried. The meeting adjourned at 8:13 p.m.
