The Regular Meeting of the Dundee Township Board was held Tuesday, February 26, 2019, at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:05 p.m. The Pledge of Allegiance was recited. Roll call of officials was taken: Supervisor Uhl, Treasurer Sontag, Clerk Salenbien, Trustees: Lazette, Travis Horkey, Jaworski and Trustee C.J. were present. Trustee C.J. moved to approve the Agenda and Treasurer Sontag supported. Motion carried. Trustee CJ moved to approve the Budget Workshop minutes of February 12, 2019 and waive the reading of such. Trustee Jaworski supported. Treasurer Sontag abstained. Motion carried. Trustee C.J. moved to approve the Regular meeting minutes held on, February 12, 2019 and waive the reading of such. Trustee Travis supported. Treasurer Sontag abstained. Motion carried. Trustee Lazette moved to approve the January, 2019 Treasurers report. Clerk Salenbien supported. Motion carried. Treasurer Sontag moved to approve the correspondence and place on file. Trustee Lazette supported. Motion carried.

Supervisor Uhl: Supervisor Uhl reported she received a call from Chris Stanley at the MCRC regarding a water drainage issue on Radka Road just north of Stowell Road. To correct the problem the MCRC is recommending running a 4” tile on the west side of Radka to carry the water to the county drain. The cost estimate to do this work is $3,600.00 and would be taken from our 2018 gradall funds.
Trustee C.J.: Trustee CJ shared some pictures of the insulation work that was done at the fire hall.
Trustee Lazette: Trustee Lazette reported he will be meeting with a couple contractors to discuss the brick wall repairs at the library and report back at a later date.
Trustee Travis Horkey: Trustee Travis wanted to clarify from the last meeting minutes that the Curtis Drain being cleaned is an official drain but the manner in which it was cleaned is classified as “maintenance”. Because the cost of the project is under a certain threshold it didn’t require hearings and that is why it wasn’t listed on their website listed with other drain cleanings.
Trustee Jaworski: None
Treasurer Sontag: Treasurer Sontag reported the last day to pay taxes at the township is February 28th and she will be here until 5 p.m. that day. After that they must be paid at the county. Treasurer Sontag reported there will be a meeting at the Dundee School on March 1st from 6-7:30 to hear input from the community regarding the parking/traffic flow concerns.
Clerk Salenbien: Clerk Salenbien reported working on 2019-2020 Budget.
OLD BUSINESS: None
New Computer Purchases – 2019-2020 Fiscal Year: Trustee CJ moved to approve the purchase of three new computers for the township offices per the estimate received from Chrome Enterprises at a cost not-to-exceed $2,400.00 in the 2019-2020 fiscal year. Treasurer Sontag supported. Motion carried. A patch upgrade will be necessary on the remaining computers before the end of the year.
MCRC Road 2019 Contracts:
Supervisor Uhl reported the 2019 contracts for chip sealing work and gradall work were received. There are adequate funds in the road millage funds to do all the work we are proposing. The board discussed the Petersburg Road bridge and suggested Supervisor Uhl invite Randy Pierce to come to a meeting to discuss scope of the proposed changes in MDOT work. Trustee CJ moved to approve the five contracts as presented from the MCRC for 2019 chip seal work and gradall work and authorize Supervisor Uhl and Clerk Salenbien to sign them. Trustee Jaworski supported. Motion carried.
Supervisor Uhl reported the MCRC provided us with stakes to place on our roads for marking “as needed” stone locations. In order to appropriately choose these locations, the board needs to determine the amount to be spent on this program. Each mile of stone will cost approximately $25,000 for 2” of stone. The board discussed bordering township roads. Trustee CJ moved to authorize each quadrant of the road advisory group to mark a half a mile in their quadrant to be stoned. If the quadrant has a boarder road, they think needs attention Dundee Township will talk to that township to consider cost sharing the work. Trustee Jaworski supported. Motion carried. Once all the areas are marked the MCRC will measure and calculate the costs. The township is requesting that all stone used in our township is to come from the Ottawa Lake Quarry.
Supervisor Uhl stated the Road Commission has asked that the township consider to provide additional funds of $5,086 to extend the current ditching project on Gloff Road. The drainage would be better if we do so. The funds for this project would be paid from our 2018 Excess Gradall contract. Supervisor Uhl will contact the MCRC to see if we have adequate funds left in our gradall contract.
PA116 Request – Thomas & Elaine Korican – Clerk Salenbien moved to approve the two PA116 requests received from Thomas & Elaine Korican to place lands located in Section 4 in Dundee Township into the PA116 program. Treasurer Sontag supported. Motion carried.
Township Planner Discussion/Selection: Trustee Lazette reported the Planning Commission unanimously recommended to the township board that Carlisle Wortman be selected as our planner when needed. No contract is required. Trustee CJ moved to make Carlisle Wortman our planner. Trustee Lazette supported. Motion carried.
ANY OTHER ADDITIONAL BOARD COMMENTS:
Trustee Lazette reported the Noxious Weed Notice needs to be published annually before March 31st.
Trustee Jaworski expressed his concerns that the “Notice of Assessment Changes” have not been received and are so late. This is not giving residents adequate time to prepare for Board of Review. Treasurer Sontag felt it was not giving a good impression. Supervisor Uhl will address this with the company.
Trustee Travis inquired about the insulation work at the fire hall.
Motion made by Trustee Lazette supported by Treasurer Sontag to pay the bills from 2/22/19 in the amount of $16,890.06. Motion carried.
Motion made by Clerk Salenbien supported by Trustee CJ to adjourn the meeting. Motion carried. The meeting adjourned at 8:17 p.m.
