DUNDEE TOWNSHIP

REGULAR MEETING

SEPTEMBER 10, 2019

 

The Regular Meeting of the Dundee Township Board was held Tuesday, September 10, 2019, at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.    The Pledge of Allegiance was recited.  Roll call of officials was taken:  Supervisor Uhl, Treasurer Sontag, Clerk Salenbien, Trustees:  Lazette, Travis Horkey and Trustee C.J. were present.  Trustee Jaworski was excused. 

Trustee CJ moved to revise the Agenda and strike the wording “Public Hearing Meeting” from the minutes approval language and replace with ‘Regular Meeting” for that date.  Treasurer Sontag supported.  Motion carried.  Trustee CJ moved to approve the Regular meeting minutes held August 27, 2019 and waive the reading of such.  Trustee Lazette supported.  Motion carried. Trustee moved to approve the Correspondence and place on file.  Treasurer Sontag supported.  Motion carried. 

 

PUBLIC COMMENT:  None

 

OFFICIAL REPORTS: 

Library Report:  Jennifer reported she had not received August statistics yet but reported all branches were down in circulation.  However online services were up.  Programing is doing well.  Jennifer reported on the many activities and programs scheduled for fall.  The annual fall book sale will be held on October 11th from 2 p.m. to 5 p.m. and October 12th from 10 a.m. to 1 p.m. 

 

Assessing Department:   Robert Brazeau reported on several tax tribunals that have are resolved and that construction is going wild. 

 

Building Department:  None

 

Supervisor Uhl:  Supervisor Uhl reported “MTA on the Road” will held in Chelsea and Kalamazoo in October.  If anyone is interested in going please let Supervisor Uhl know.  Trustee CJ moved to approve the budget for up to two board members to attend conference if interested.  Trustee Lazette supported.  Motion carried.  The Village will be holding a Chillin & Grilling event on September 11th.  Supervisor Uhl commented on the memory of the 9-11 tragedy being 18 years ago.   

 

Trustee C.J.:  None

 

Trustee Lazette: Trustee Lazette reported the toilet at the library on the first-floor ladies bathroom needs replacing.  Supervisor Uhl moved to approve having the toilet replaced at the library on the first floor at a cost not to exceed $500.00.  Trustee Lazette supported.  Motion carried. 

 

Trustee Travis Horkey:  None

 

Trustee Jaworski:  None

 

Treasurer Sontag:  Linda reported collection for summer taxes is almost over.  The final day they will be paid timely is September 16th.  After that a late fee will be applied. 

 

Clerk Salenbien:  Clerk Salenbien reported the on the Automatic Voter Registration (AVR) rolled out in the branch offices.  Now customers at branch offices for drivers’ licenses and personal identification cards who are eligible but not currently registered to vote will be automatically registered to vote unless the person opts out.  Clerk Salenbien strongly encouraged people to check to see if they are registered and update their addresses before next year and if they have any questions, they can contact Clerk Salenbien.     

There will be a November 5th election this year due to Summerfield Schools requesting a millage.  Dundee Township residents who are in Summerfield School will be the only ones eligible to vote at this election.  This will affect some residents in Dundee Township Precincts 2 & 3 only.  All voting will take place at the Dundee Fire Station. 

 


OLD BUSINESS: None

 

NEW BUSINESS: 

Snow Removal Contract Discussions:  The current snow removal contract expires November 11, 2019.  Clerk Salenbien reported she had revised the bid form and contract to reflect areas that have changed since our last contract was signed.  The board would like bidders to submit bids for a 3- year period.  Trustee CJ moved to advertise in the local paper for snow removal bids to be returned by October 7th.  Clerk Salenbien supported.  Motion carried.  The bid request will be placed on our website. 

 

Assessing Clerk Discussions:  Robert Brazeau reported 28 resumes were received for this position.  Through the interview process Sharon Cawood was the top candidate recommended for the position.   Sharon comes with 28 years (plus) of experience in assessing in the county.  The board discussed her qualifications, experience, skill level, expectations and pay scale established for Assessing Clerical ($12 - $20) position.   Trustee CJ moved to offer the position to Sharon Cawood for the assessing clerical position and compensate her at $16.00 hour.  Supervisor Uhl supported.  Motion carried.  Pay review will be done during budget time.  Sharon will start the job on Monday, September 16th.

 

MCRC Discussions:   Supervisor Uhl will be having our annual meeting with the MCRC tomorrow to discuss stone projects for the 2020 season.  The road commission would like our list of roads by March.  Supervisor Uhl met with the road advisory group and they were very pleased with how the MCRC handled the spot stoning work and how well these areas have held up this year but felt it would not be possible to predict projects by March unless we have a January thaw.   The board discussed different ways to use our funding such as picking a target road to pave or use millage money and do more miles of stoning.  When Supervisor Uhl meets with the road commission she will be requesting: 

  • Ottawa Lake stone to be used   
  • Berms removed & drainage done
  • Consider multiple sizes of stone / mix
  • Compact stone / check with other      counties on their procedures
  • Consider more miles of stone projects      rather than paving project (request a cost per mile for stoning & cost      for converting from stone to paved road)
  • Better process first

If anyone has any further questions for Supervisor Uhl to review with the Road Commission let her know by tomorrow. 

 

Carlisle Wortman Review/ Discussion:  A response from CWA was received stating after their review of our current master plan adopted in 2012, we meet all requirements as defined in the Act. 

Based on their findings they presented two options to move forward with the Master Plan process. 

Option 1:  The Planning Commission should affirm in their upcoming meeting minutes that they have reviewed the Master Plan and find it continues to reflect the vision of the township having no substantial modifications to make. Another review of the document will be required in five years – 2024.   

Option 2:  The Planning Commission may consider closer review of the document related to the goals and objectives, future land use map/zoning plan, and implementation strategies. 

The board felt some review and changes to our zoning ordinances may be all we need to do at this time and would like the Planning Commission will take a look at our future land use map and ask for recommendations and report back   Assessor Brazeau suggested modifying what’s allowable in land divisions.    

 

ANY OTHER ADDITIONAL BOARD COMMENTS: 

Clerk Salenbien talked about the water district being proposed for London Township and that Dundee Township residents have been inquiring about getting water as well.    

 

Motion made by Trustee CJ supported by Clerk Salenbien to pay the bills from 9/9/19 in the amount of $44,027.22.  Motion carried.    

 

Motion made by Treasurer Sontag supported by Trustee Lazette to adjourn the meeting.  Motion carried.  The meeting adjourned at 9:00 p.m. 

 

The next meeting will be September 24, 2019.
