SPECIAL MEETING
DECEMBER 4, 2007
The special meeting of the Dundee Township Board was held Tuesday December 4, 2007 at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited.
A moment of silence was observed in honor of the passing of fellow board member Trustee John Williams.
Present were Supervisor Uhl, Clerk Lupu, Treasurer Goetz and Trustees: Larson, Lazette and Juckette. The audience consisted of Building Inspector Bob Madaski and township resident Tom Winkelman.
Motion by Trustee Larson and supported by Treasurer Goetz to accept the agenda as printed. Motion carried.
Motion by Trustee Juckette and supported by Trustee Larson to approve the minutes of the regular meeting held Tuesday November 13, 2007 and waive the reading of such. Motion carried.
Motion by Clerk Lupu and supported by Trustee Juckette to accept the Treasurer's Report for October 2007. Motion carried.

OFFICIAL REPORTS
Supervisor Uhl
At a recent Holcim Advisory Committee meeting discussion occurred regarding the ongoing negotiations with DEQ. The Monroe County Planning Commission is hosting a presentation at the Dundee Village Hall on Monday December 10, 2007 beginning at 7:00 p.m. to address a Draft Future Land Use Plan which will establish the US-23 corridor as a "Science and Technology Corridor". Supervisor Uhl and Trustee Lazette will attend.
Assessing Department
Board of Review will be held on Tuesday December 11, 2007 beginning at 4:30 p.m. for errors and omissions. A Monroe County Assessor's Association meeting will be held on Wednesday December 12, 2007 to discuss an assets level test adoption mandated for all townships.

Total calls for October are 36 and for November are 40.
Currently 537 fire calls have been responded to for 2007 compared to a total of 565 for 2006.
Santa will be arriving at the fire hall on Saturday at 7:00 p.m.
Equipment installation is complete on the new fire truck. It can now be used for fire calls.
The two sirens currently at the fire hall have been inoperable for quite some time. A bid for $1,200.00 per siren was received by West Shore Service Inc. for removal of the sirens and bases. The cost of a new siren will be $24,000.00 to $25,000.00. If the county siren on VanNest Street can be programmed for manual activation for a tornado warning this will be used in lieu of the cost of a new siren.
The planning commission will be holding a public hearing prior to the regularly scheduled meeting on Wednesday December 19, 2007 beginning at 6:45 p.m. to address information regarding zoning amendments.
Information will be obtained from area townships on procedures used for additional fees charged to individuals who do not pull permits for work done to homes. This is a potential danger if work is not done properly and accidents or fires occur.
Trustee Juckette
The area catch basins were cleaned and large amounts of sand were removed. This should greatly improve drainage to area roads. A ditching problem will need to be addressed on Wells Road.
NEW BUSINESS
A board vacancy occurred with the recent tragic death of Trustee John Williams. The Bureau of Elections mandates a 30 day period for appointment to occur by the Township Board. The time table for appointment began on November 19, 2007. Life long township resident Tom Winkelman approached the board for consideration. He stated that he and John had been friends for a very long time and had many conversations regarding various township issues and he would be honored to fill the remaining term for John and serve the township. He has lived in Dundee his entire life and had served on the fire department for 20 years. He also was a past president for the Dundee Recreation Commission for 5 years and participated in the Athletic Boosters organization. He grew up in a rural area of the township and has been employed at Dundee Castings for 23 years. Mr. Winkelman inquired about the qualifications at the last election four years ago, however he still had a child in school and felt he couldn't devote enough time to the position. His child graduated from high school in 2005. Mr. Winkelman's father served as a township trustee from 1980-1984 and also served on the township planning commission. Motion by Trustee Larson and supported by Trustee Juckette to appoint Tom Winkelman as Township Trustee to fill the unexpired term created by the sudden death of Trustee John Williams. Roll call vote as follows: Treasurer Goetz yea, Trustee Lazette yea, Trustee Larson yea, Clerk Lupu yea and Supervisor Uhl yea. Motion carried.
Dundee Township approved an agreement with Charter Communications on November 3, 2005. The Michigan legislature passed the Uniform Video Service Local Franchise Public Act 480 on January 1, 2007 which then made the previous agreement with Charter null and void. A new agreement had to be drafted. Motion by Trustee Larson and supported by Treasurer Goetz to accept the Uniform Video Service Local Franchise Agreement with Charter effective January 1, 2007 through December 31, 2017. Roll call vote as follows: Trustee Larson yea, Trustee Lazette yea, Trustee Juckette yea, Treasurer Goetz yea, Clerk Lupu yea and Supervisor Uhl yea. Motion carried.
A snow bid was received from R & R Lawn Care for snow removal at the library, fire hall and township hall. Motion by Trustee Lazette and supported by Trustee Larson to accept the R & R Lawn Care bid for the following services: $50.00 per removal at the library, $35.00 per removal at the township hall and no charge for the fire hall or the police and ambulance area. A charge of $60.00 per hour will be for large equipment and $40.00 for salting. Motion carried.
A preliminary draft was received from the attorney for the possible joint fire authority. Minor changes will need to be made regarding address language and titles of those responsible for signing the agreement. The agreement dictates an equal share of authority for each governmental entity. Questions regarding the Urban Cooperation Agreement and reimbursement of charges will need to be investigated. Clerk Lupu will supply the board with samples from other townships.
Resolution 2007-8 confirming participation in the Monroe County Farmland and Open Space Preservation Purchase of Development Rights Program was presented to the board. Motion by Trustee Larson and supported by Trustee Lazette to approve Resolution 2007-8 confirming participation in the Monroe County Farmland and Open Space Preservation Purchase of Development Rights Program. Roll call vote as follows: Trustee Juckette yea, Treasurer Goetz yea, Trustee Lazette yea, Trustee Larson yea, Clerk Lupu yea and Supervisor Uhl yea. Motion carried.
ADDITIONAL BOARD COMMENTS
Trustee Lazette noted the absence of Phase II of the Bigelow Road project in the listing of Monroe County 2008 Road projects in the Monroe Evening News. This will need to be corrected.
The status of the Curry Pond drain obstruction complaint was discussed. This is being handled through the county.
Trustee Williams was the board liaison for the planning commission. Motion by Trustee Juckette and supported by Clerk Lupu to appoint Trustee Lazette as township representative to the planning commission effective December 4, 2007 through March 31, 2008. Upon a voice vote five board members were in favor and Trustee Lazette abstained from voting. Motion carried.
Motion by Supervisor Uhl and supported by Treasurer Goetz to approve the manual journal entry report totaling $120,818.66. Motion carried.
Motion by Treasurer Goetz and supported by Trustee Lazette to adjourn the meeting. Motion carried. Time of adjournment was 8:34 p.m.
