DUNDEE TOWNSHIP

REGULAR MEETING

JULY 14 2020

 

The Regular Meeting of the Dundee Township Board was held Tuesday, July 14, 2020, at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.   The Pledge of Allegiance was recited.  Present were:  Supervisor Uhl, Clerk Salenbien, Treasurer Sontag, Trustees:  Gary Lazette, CJ Horkey, Travis Horkey and Ken Jaworski.  Treasurer Sontag moved to approve the meeting agenda and Trustee Lazette supported.  Motion carried.  Trustee CJ moved to approve the minutes from the Regular Meeting held, May 26, 2020 and waive the reading of such.  Treasurer Sontag supported.  Motion carried.  Trustee CJ moved to approve the May, 2020 Treasurers report and Clerk Salenbien supported.  Motion carried.  Treasurer Sontag moved to approve the Correspondence and place on file.  Clerk Salenbien supported.  Motion carried.  Trustee CJ inquired if anything has been decided regarding the letter sent to the Board of Commissioners about the proposed changes with Monroe County Central Dispatch.  Supervisor Uhl will contact Chief Motylinski and Commissioner Hoffman for an update.       

 

PUBLIC COMMENT:  None

 

OFFICIAL REPORTS: 

Library Report:  Jennifer reported on the proposal for the Monroe County Library on the August ballot and that this is only a Renewal.   77% of the library’s budget comes from this millage (8-year, 1 mill levy). The library has reduced their hours and is offering curbside and grab and go services at this time.  Statistics for June were reported as down most likely due to the COVID 19 pandemic. 

 

Assessing Department:  Supervisor Uhl reported July Board of Review will be held July 21st.   

 

Building Department:  None

 

Supervisor Uhl:  Supervisor Uhl reported on several road issues:  Plank Road is closed due to a failed culvert and is being repaired, Collins Road had a culvert that was patched and is now fixed, Totten Road drainage issues has been fixed by doing some deep ditching by the MCRC budget.  Supervisor Uhl reported the Gloff Road (pump pit issue) repairs will cost over $30,000 ($15,600 is materials only).  This work will be done after the crops are out in October and will be paid for with our gradall funds. 

Supervisor Uhl reported she prepared a “draft” informational handout regarding the fire millage proposal on the August ballot.  If anyone has any further input, please let her know. 

 

Trustee C.J.:  Trustee CJ reported one of the firetrucks had a mirror that got broken while responding to an accident. 

 

Trustee Lazette:  None

 

Trustee Travis Horkey: Trustee Travis wondered who mowed the two lots next to Oakgrove Cemetery.  One is the Townships lot but the other is not.  It remains unknown, but think it was most likely our mowing company. 

 

Trustee Jaworski:  None

 

Trustee Sontag:  Treasurer Sontag reported summer tax bills are out and coming back slow.  Treasurer Sontag has been working with the Assessor to fix any errors that have been found.  Treasurer Sontag has been working on a couple grant applications that have become available due to COVID 19.  Treasurer Sontag reported she has been watching the Revenue Sharing Estimates closely and expects a 4.7% decrease from last year due to the COVID-19 fallout.   Treasurer Sontag expressed her displeasure regarding the chloride dust control that was applied and the deplorable condition the roads were left in when applied.  Treasurer Sontag feels that we should not be billed for the first application of chloride for these reasons.  Clerk Salenbien suggested we watch the total gallon usage to see if they are billed us for this double application in these areas. 

 

Clerk Salenbien:  Clerk Salenbien reported 1122 absentee ballots have been mailed for the August 4th election as of today.  We now have 1040 Permanent AV voters in our system out of 6,194 total registered voters.   Clerk Salenbien reported on all the challenges and additional costs the Township will be enduring due to the increased number of permanent AV voters.  Most of these additional costs are not reimbursed by the State.  The auditors are still working on the audit.  Clerk Salenbien reported on the candidate filing deadlines approaching.     

 

OLD BUSINESS: 

Ordinance Officer/Discussions:  Supervisor Uhl reported the position of “Ordinance Officer” was offered to and accepted by Ken Mackey.  Mr. Mackey currently works at the Village police department and is a retired police officer in the downriver area.  He will be performing our liquor inspections as well. 

 

NEW BUISINESS:

Dust Control/Chloride:  Most of the concerns were address earlier under Treasurer Sontag’s report.  Due to the trenches/powder like condition of the roads, Supervisor Uhl will talk to Bronco McKart at the MCRC to see what can be done.   

 

Free Stone from Aggregate Industries:  The board discussed using the 500 ton of free stone that Aggregate Industries donates to the township at Rod Park in exchange for using the park for our Clean up day.  The last time this was done was in 2016.  Clerk Salenbien reported Andy Salenbien of Salenbien Trucking and Excavating has offered to haul it and spread it for us.  It was suggested we try to get the stone down before our Clean Up day on October 10th.  Clerk Salenbien will talk to Andy about timing and Supervisor Uhl will coordinate the work with Rod Park. 

 

Clean Up Day:  The annual Clean Up day has been rescheduled for October 10, 2020 from 8 a.m. till 1:00 p.m. at Rod Park.   Going forward the Board wishes to continue to hold our annual clean-up day the last Saturday in April. 

 

Monroe Conservation District – Agreement:    The board discussed the yearly contribution of $750 to the Monroe County Conservation District.  Board members discussed the current strain to the Township’s budget in various areas and recommended holding off at this time and revisit it again in September.  Supervisor Uhl will compose a letter of explanation to the Conservation District.     

 

ANY OTHER ADDITIONAL BOARD COMMENTS: 

Trustee Lazette reported there will no Planning Commission meeting July 15th.  Trustee Lazette will be putting out a Code Red announcement regarding the upcoming election and clean up day being rescheduled. 

Trustee Jaworski stated it looked like someone repositioned the posts on the empty lot next to Oakgrove Cemetery.   

     

Motion made by Supervisor Uhl supported by Trustee CJ to pay the bills from 6/4/2020 in the amount of $12,068.72.  Motion carried.   

Motion made by Supervisor Uhl supported by Treasurer Sontag to pay the bills from 6/18/20 in the amount of $66,770.01.  Motion carried. 

Motion made by Supervisor Uhl supported by Trustee Jaworski to pay the bills from 7/9/20 in the amount of $19,439.60.  Motion carried. 

Motion made by Supervisor Uhl supported by Trustee Lazette to adjourn the meeting.  Motion carried.  The meeting adjourned at 8:03p.m.    The next meeting will be Tuesday, July 28, 2020.
