January 23, 2018
The Regular Meeting of the Dundee Township Board was held Tuesday, January 23, 2018, at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited. Roll call of officials was taken: Supervisor Uhl, Treasurer Sontag, Clerk Salenbien and Trustees: C.J. Horkey, Travis Horkey, Gary Lazette and Ken Jaworski were present. Treasurer Sontag moved to approve the agenda and Clerk Salenbien supported. Motion carried. Trustee CJ moved to approve the minutes of the regular meeting held on January 9, 2018 and waive the reading of such. Trustee Travis supported. Trustee Lazette moved to approve the December 2017, Treasurer’s report and Trustee CJ supported. Motion carried. Treasurer Sontag moved to waive the reading of the Correspondence and place on file. Trustee CJ supported. Motion carried.

Building Department: Building Inspector Kolar commented on a call regarding a parsonage that may be built next to the Assembly of God Church and wondered if a lot split would be needed to allow this use. This would be a tax exempt parcel. Further research will be done on this. Inspector Kolar inquired about the approval process to remove soils from a pond that has already been completed. The planning commission had approved the pond site plan without soils being removed. The PC chairman had stated the owner must start the approval process all over again as a mining operation. A public hearing and notification to neighbors would need to be done.

Clerk Salenbien: The next workshop date was set for February 6, 2018 @ 6:00 p.m. Clerk Salenbien reported the Dundee Girl Scouts would be visiting the township hall for a tour on Thursday.
2018 MCRC Road Projects: Supervisor Uhl commented on the response received from Dave Leach to our questions after our last meeting. The price options and the durability of the two types of processes were discussed. Mr. Leach confirmed the prices on the options that we were questioning were correct. Trustee Jaworski reported the HMA process on the portion Petersburg Road that Summerfield Township did last year had developed lateral cracks on them already. The board shared their concerns on the two types of processes being considered both for Brewer and Petersburg Road and felt the base stabilization and double seal is a better process that sets us up for a better maintenance plan in the future. Supervisor Uhl discussed the MCRC Chip Seal Preventative Maintenance schedule. The cost for chip sealing is about $23,000 a mile. This totals about 9 miles of roads and we could not afford to do this in one year. Supervisor Uhl is looking at a rotation schedule to allow us to take care of as many of our roads within a year of the recommended time frame to protect our assets and then try to work our way into doing about three roads a year. Treasurer Sontag discussed the road millage funding projections for the next year.
Supervisor Uhl will request contracts for chip sealing projects for the 2018 year for the board to review at our next meeting:

After additional discussion, the board directed Supervisor Uhl to request a contract to complete the remaining portion of Brewer Road (Dennison to Petersburg Road) with the base stabilization and double chip seal process for additional review at our next meeting. The MCRC projected estimate for this work was $148,284. Supervisor Uhl will request a cost estimate to do Petersburg Road from M-50 to Brewer Road as well (base stabilization and double seal).
2017-2018 Budget Amendments – Revenue/Appropriations: Supervisor Uhl moved to approve the budget amendments to the 2017-2018 Budget as presented. Treasurer Sontag supported. Motion carried.
2018- Mayfly Music Festival Donation: Supervisor Uhl moved to approve purchases for the Mayfly Festival, not-to-exceed $200.00. Clerk Salenbien supported. Motion carried.
Pitney Bowes – Postage Meter – Lease Agreement: The current lease agreement for our Pitney Bowes Postage machine expires in June (4 year term). The new lease is for a term of 5 years and is $198.12 more per year than our current lease. Supervisor Uhl moved to approve the Pitney Bowes Postage Agreement Lease Agreement for a length of 5 years. Trustee CJ supported. Motion carried
PA116 Request – Lievens Farms, LLC - Clerk Salenbien moved to approve the Lievens Farms request to place 83 acres located in Section 26, Dundee Township in PA116 for a period of ten years. Treasurer Sontag supported. Motion carried.
ANY OTHER ADDITIONAL BOARD COMMENTS:
Trustee Jaworski commented on the Clerk’s position being vacated in Exeter Township.
Trustee Travis commented on a statement within Mr. Leach’s response regarding Brewer Road concerns.
Motion made by Supervisor Uhl supported by Trustee CJ to pay the bills from January 18, 2018, in the amount of $7,102.24. Motion carried.
Trustee Lazette moved to adjourn the meeting at 8:12 p.m. and Trustee Lazette supported. Motion Carried. The next meeting will be February 13, 2018.
