DUNDEE TOWNSHIP

NIEMAN ROAD WATER DISTRICT

PUBLIC HEARING

AUGUST 29, 2007

   

The Nieman Road Water District Public Hearing was held on Wednesday August 29, 2007 at the Raisinville Township Hall located at 96 Ida-Maybee Road Monroe, Michigan 48161.

Supervisor Blanchette called the Raisinville Township Public Hearing to order at 7:00 p.m.  Present were Supervisor Blanchette, Clerk Kuehnlein, Treasurer Meyer and Trustees Oberski and Henderson.

Supervisor Uhl called the Dundee Township Public Hearing to order at 7:02 p.m.  Present were Supervisor Uhl, Clerk Lupu, Treasurer Goetz and Trustees:  Larson, Williams, Lazette and Juckette.  Motion by Trustee Williams and supported by Trustee Lazette to enter into the Nieman Road Water District Public Hearing.  Motion carried.  The Pledge of Allegiance was recited. 

Also present were Jim Williamson a representative from the engineering firm of Arcadis FPS, Inc., Kari Blanchette a representative from the financial firm of The PFM Group and Kerry Bondy the attorney representing both townships were present.  Approximately twenty five citizens were in attendance.

The purpose of the public hearing was to address questions and comments regarding the proposed joint water district between Raisinville Township and Dundee Township.  The total count for the water district is six parcels for Raisinville Township and nine parcels for Dundee Township for a total parcel count of fifteen.  The cost estimates if the assessment started on the 2007 tax bill would be $26,833.00 for Raisinville Township and $26,111.00 for Dundee Township.  If the assessment appeared on the 2008 tax bill the approximate cost would be $28,333.00 for Raisinville Township and $27,778.00 for Dundee Township.  This cost is for the construction of the district only and does not reflect the additional cost involved in tapping into the water system.  This cost will be approximately $5,000.00 and will have to be paid in full to the Village of Dundee prior to using the water system.

The cost of the project involves approximately 5,000 linear feet of 12 inch pipe to be installed with fire hydrants installed every 400 to 500 feet.

A resident requested the necessity of the additional cost involved in installing a 12 inch pipe.  Mr. Williamson received the information from the City of Monroe however; he will contact the Village of Dundee for their specifications.

Many residents stated that they could not financially afford the water district.  Ms. Blanchette explained that the figures listed were estimates and the cost of the project would likely be lower.  An actual cost can not be determined until the project expands to the construction phase and bids are received.

Residents were instructed to proceed to an area designated for petition signature changes.  This procedure involves residents who either did not originally sign a petition or a signature is on a petition and the resident wishes to remove their name.

With no further questions or comments a motion was made by Trustee Williams and supported by Trustee Lazette to adjourn the public hearing.  Motion carried.  Time of adjournment was 8:15 p.m.

DUNDEE TOWNSHIP

SPECIAL MEETING

AUGUST 29, 2007

 

 

The special meeting of the Dundee Township Board was held Wednesday August 29, 2007 at the Raisinville Township Hall located at 96 Ida-Maybee Road Monroe, Michigan.  The meeting was called to order at 8:16 p.m.

The purpose of the special meeting was to determine if the joint Nieman Road Water District obtained sufficient acreage necessary to create the water district.

Petitions for both townships were tallied resulting in an insufficient amount of acreage to create the district.

Dundee Township had 24.10 acreage voting no and 21.78 acreage voting yes.  The water district can not be created.

With no further business to discuss a motion was made by Trustee Larson and supported by Supervisor Uhl to adjourn the meeting.  Motion carried.  Time of adjournment was 8:20 p.m.
