The Regular Meeting of the Dundee Township Board was held Tuesday, June 11, 2019, at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited. Roll call of officials was taken: Supervisor Uhl, Treasurer Sontag, Clerk Salenbien, Trustees: Lazette, Travis Horkey, Jaworski and Trustee C.J. were present.
Trustee CJ moved to adopt and approve the agenda as presented and Trustee Lazette supported. Motion carried. Treasurer Sontag moved to approve the Regular meeting minutes held May 28, 2019 and waive the reading of such. Trustee Jaworski supported. Motion carried. Trustee CJ moved to approve the correspondence and place on file. Clerk Salenbien supported. Motion carried.
PUBLIC COMMENT: Tim Bordine thanked Trustee Travis Horkey for mowing the ditches at the corner of Wells and Dixon Roads.
Library Report: Jennifer reported things were going well at the Library but circulation numbers were down 9% for May. Attendance is up 6.4% and computer usage is up 10% for the year. The summer reading program will be starting next week. The bookmobile is out and about.
Assessing Department: Supervisor Uhl reported she had received a request from Barry Wauldron to attend a training class but no paper work was completed in advance. Supervisor Uhl reported Barry was not requesting reimbursement for the class but for the 6 hours he was not at work. Supervisor Uhl moved to accept Barry Wauldron’s request to be paid for the 6 hours he was not at work on May 28th to attend the class, even though it was submitted after the fact. Trustee CJ supported. Motion carried.
Building Department: None
Supervisor Uhl: Supervisor Uhl reported Mr. Manusak, Superintendent of Dundee Schools would like to have a joint meeting on July 15th with the School Board of Education, Township Board and Village Council to present the school’s long-range plans. The board discussed the procedures, excessive length of the meeting, postings and extra expenses involved in doing this. Supervisor Uhl will let the superintendent know that board members who can attend will do as their schedules allow. However, there may not be a quorum.
Supervisor Uhl reported she received a call from a resident about adding stone to a short section of Day Road between Tuttle Hill and Plank to continue from where London and Raisinville Townships had applied stone in their townships. Supervisor Uhl reported the MCRC said it was to late this year to add this to our contract but we will consider this in our 2020 stoning projects.
Trustee C.J.: Trustee CJ reported he and Supervisor Uhl met with Chief Motylinski and the Fire Committee. The AC unit pads are sinking and need addressed. Three quotes were received to cement 20ft. north of the building and approximately 50ft. east from the generator wall to square off to meet the east wall of the firehall making a cleaner look.
The three bids were from: Wolverine Concrete - $6,700
Wentworth Concrete - $8,500
Fairway Lawn & Landscape - $4,200
The board discussed the “Scope of Work” and additional items they would like to see included in the scope. Trustee CJ moved to accept the bid from Fairway Lawn & Landscaping at a cost not-to- exceed $4,200 for the concrete work but want to include mesh, expansion joints and reinforcing (anchoring) of the HVAC system to be installed under included in the Scope of Work. If these items cannot be included for the above NTE cost it shall come back to the board. Trustee Lazette supported. Motion carried.
Trustee CJ reported the committee reviewed grants that have been submitted and some grant funds that were received. Trustee CJ reported the FD has applied for a Federal Grant to help with the costs for replacement of the SCBA’s and a new truck. Turn out gear (10 year) and SCBA (15 year) masks will need to be replaced and will be a big expense. The committee discussed future millage topics for promotional purposes.
Trustee Lazette: Trustee Lazette questioned the “O” painted on the sidewalk in front of the township hall that indicates owner responsibility for sidewalk replacement. Supervisor Uhl will check with the Village to see if we are responsible since we are in the DDA district.

Treasurer Sontag: Treasurer Sontag reported she and Supervisor Uhl will be attending the MTA class on June 18th on “How to hang on to your Township Assessing”. New computers have been installed for her department and IT work completed.
Clerk Salenbien: Clerk Salenbien reported three new computers have been installed and Windows 10 installed on all other computers to make them compatible in the future. Two server quotes were received for future consideration. The new representatives from the Decker Agency met with board members to introduce themselves and review our policy for the new term. A County Clerks meeting will be held Wednesday, June 19th.
Assessor Proposal Requests: At the last meeting the Assessor had proposed a request for some flexibility in the days Barry Wauldron currently works to be changed to allow him to work at another jurisdiction. Barry currently works Monday through Thursday, 9:00 a.m. to 3:00 p.m. and would now like to change his schedule to Monday, Wednesday, Thursday and Friday from 9:00 to 3:00. Discussion followed on flexibility, hours accountability, clerical help, nature of work, number of hours and documented written/text/email notification of changes and chain of notification. Trustee CJ moved allow Barry Wauldron to work Monday, Wednesday, Thursday and Friday from 9:00 a.m. to 3:00 p.m. and any change/variation of Barry’s hours will be reported in writing and conveyed in a text to Bob, Joanna and Laura. Trustee Jaworski supported. Motion carried.
2018-2019 Township Audit: Discussions/Approvals: Supervisor Uhl reported the audit went very well and is good shape. Trustee CJ moved to approve the 2018-2019 Audit as submitted. Trustee Travis supported. Motion carried.
Assessor – Re-Appointment: Trustee CJ moved to re-appoint Bob Brazeau as our Assessor for the time frame of May 8, 2019 through June 30, 2020. Supervisor Uhl supported. Motion carried.
Carlisle Wortman- Master Plan -Scope of Work: The Board reviewed and discussed the proposal received from Carlisle Wortman to update our master plan. The work would be split into two fiscal years and is proposed not to exceed costs of $10,000. It was the board’s understanding that the master plan would only need some minor changes and maybe that work could be completed on an hourly basis. After discussion, the board made the recommendation to forward the proposal to the planning commission first to read and review at their July meeting before we start to revise the master plan.
Attorney- Amendment to Consent Judgement – Schultz Property: Supervisor Uhl reported nothing has been received from Attorney Goldsmith in regards to the amendment to the consent judgement. Trustee Lazette moved to have the Township Attorney prepare the draft amendment to the consent judgement and forward it along with the bill to Attorney Goldsmith. Trustee Jaworski supported. Motion carried.
ANY OTHER ADDITIONAL BOARD COMMENTS:
Supervisor Uhl stated she had a revised rough draft of the Vacation form for board members to review before our next meeting.
Trustee Jaworski inquired about the Township’s liability/responsibility for the assessing procedures and how do we get accountability.
Treasurer Sontag commented that she and Supervisor Uhl will be attending a class regarding Assessing being offered by MTA. Treasurer Sontag stated that Board of Review members must be electors of the township.
Motion made by Trustee CJ supported by Clerk Salenbien to pay the bills from 6/06/19 in the amount of $11,769.14. Motion carried.
Motion made by Treasurer Sontag supported by Trustee Lazette to adjourn the meeting. Motion carried. The meeting adjourned at 8:55p.m.
