DUNDEE TOWNSHIP

REGULAR MEETING

March 12, 2019

 

The Regular Meeting of the Dundee Township Board was held Tuesday, March 12, 2019, at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.    The Pledge of Allegiance was recited.  Roll call of officials was taken:  Supervisor Uhl, Treasurer Sontag, Clerk Salenbien, Trustees:  Lazette, Travis Horkey, Jaworski and Trustee C.J. were present.  Treasurer Sontag moved to approve the Agenda and Clerk Salenbien supported.  Motion carried.  Trustee CJ moved to approve the Budget Workshop minutes of February 26, 2019 and waive the reading of such.  Trustee Travis supported.  Motion carried.  Trustee C.J. moved to approve the Regular meeting minutes held on, February 26, 2019 and waive the reading of such.  Trustee Travis supported.  Motion carried. Treasurer Sontag moved to approve the correspondence and place on file.  Clerk Salenbien supported.  Motion carried. 

 

PUBLIC COMMENT:  None

 

OFFICIAL REPORTS: 

Library Report:  Dundee Librarian Jennifer reported on the February circulation statistics, programming activities and upcoming events.  March is reading month at the Dundee Schools and the entire elementary students will be reading “The Wild Robot” by Peter Brown.  An AED has been installed at the library and training has been given to staff members. 

 

Assessing Department:  Supervisor Uhl reported “Board of Review” was held today from 9 to 5 and will be held tomorrow as well from 5 to 9 p.m. 

 

Building Department:  None

 

Supervisor Uhl:  Supervisor Uhl updated the board on the status of the Ann Arbor Road blight conditions.  The court order eviction time has passed and are waiting for police assistance on this matter.   Supervisor Uhl and Trustee CJ will be meeting with Stoneco, Mr. Schultz and Phil Goldsmith on March 14th to discuss the bond requirement Mr. Schultz needs.  The Road Advisory Group members are busy placing stakes on the roads where they feel stone is needed.  The road commission will then measure these areas and provide the township with costs and contracts for stoning.  Supervisor Uhl reported she spoke to the Milan Township Supervisor to see if there was any interest in doing some work together on Day road.  Supervisor Uhl reported she attended the MCRC meeting to hear what is going on between the MCRC and MDOT contract negotiations. 

 

Trustee C.J.:  Trustee CJ reported there were a total of 52 fire calls in February.  There were no fire’s in either the village or the township. 

 

Trustee Lazette: Trustee Lazette reported there will a Planning Commission meeting March 20th unless there are no agenda items.  Trustee Lazette reported he met with two different contractors regarding repairs to the brick wall (AC) at the library and awaiting bids.    

 

Trustee Travis Horkey:  Trustee Travis reported the Dundee Raisinville #2 Drain cleaning has started. 

 

Trustee Jaworski:  None

 

Treasurer Sontag:  Treasurer Sontag reported she is waiting on the county treasurer to balance with and close out. 

 

Clerk Salenbien:  Clerk Salenbien reported the damage at Oakgrove Cemetery to the fence and headstones will be repaired soon.  Clerk Salenbien inquired about honoring our 2019 State Wrestling Champions at our April 23rd Board Meeting and will contact the school to coordinate.  Clerk Salenbien reported the blinds in the assessing offices, clerk’s office and treasurer’s office are in desperate need of replacement.  Supervisor Uhl moved to authorize Clerk Salenbien to purchase new blinds for the offices as needed, not to exceed $400.00. Trustee CJ supported.  Motion carried.  Clerk Salenbien shared with the board some of the new changes and challenges for Clerks in Election procedures as a result of the passage of Proposal 3 in 2018.   More updates will follow. 

 

OLD BUSINESS:  None

 

NEW BUSINESS: 

MCRC Chloride Discussion:  The board discussed the dust control contract received from the MCRC.  The cost to the township for one application of 38% calcium chloride on all gravel roads east of US-23 (10’ swath-estimated 27,000 gallons) and one application of mineral well brine on the gravel roads west of US-23 (estimated 35,000 gallons) is $28,000.  Due to the poor quality of brine used in the past the board tabled signing this contract until our next meeting to allow Trustee Lazette to do some further research. 

 

2019-2020 - Township Salary:  Clerk Salenbien reported on the Salary Schedule and changes as discussed in workshops.  The 2019-2020 schedule reflects a 2% increase for both the Deputy Treasurer (from $13.50 to $13.77) and Deputy Clerk (from $15.12 to $15.42) and an increase for Assessor Assistant, Barry Wauldron (from $15.00 hr. to $18.00 hr.) due to receiving his certification. The new hourly rates would take effect April 1, 2018, the beginning of our new fiscal year.  Supervisor Uhl asked if the board would consider making Barry’s pay increase retroactive to the date, he received his certification document notice from the state as an incentive for his commitment.  Upon discussions, Trustee Lazette moved to pay Barry Waldron the $18.00 rate retroactive to the date he received his notice from the state as a state certified MCAO Officer.   Trustee Travis supported.  Motion carried. Clerk Salenbien moved to approve the 2019-2020 Salary Schedule with the increases as presented.  Treasurer Sontag supported.  Motion carried. 

 

2019-2020 Township Board Meeting Schedule:  Trustee CJ moved to approve the 2019-2020 Township Board Meeting Schedule as present.  Clerk Salenbien Supported.  Motion carried.

 

2019-2020 - Schedule “A” Appointments:  Trustee CJ moved to approve the 2019-2020 “Schedule A” of Appointments as presented.  Treasurer Sontag supported.  Motion carried. 

 

2019-2020 Schedule “B” Appointments:  Clerk Salenbien stated there was only one change on Schedule “B” to our Custodial person who will be paid $50 instead of $30 for the extra cleaning at the Library once a month.  The current snow removal contract expires in November 2019 and will need to be put out for bids. 

Trustee CJ moved to approve the 2019-2020 Schedule “B” as presented.  Treasurer Sontag supported.  Motion carried. 

 

ANY OTHER ADDITIONAL BOARD COMMENTS: 

Trustee Jaworski inquired about the Building Inspector hourly rate and pond inspector position. 

Trustee Travis inquired about the fire hall storage room/repairs/bid and some other options he would like to see done. 

Clerk Salenbien reported cemetery clean-up will begin March 16th at all the cemeteries and new items may be placed after April 1st

Trustee Lazette expressed his displeasure on the Assessment Change Notices that were mailed this year and how they did not have the dollar amounts on them due to any change in assessment.  Board members felt this information is helpful to the public and we would like to see this information included again in the future.  Some additional language may need to be added.  It was also discussed that the notices need to get sent out earlier.    

 

Motion made by Trustee CJ supported by Trustee Jaworski to pay the bills from 3/07/19 in the amount of $9,158.63.   Motion carried.    

Motion made by Trustee CJ supported by Trustee Lazette to adjourn the meeting.  Motion carried.  The meeting adjourned at 8:31 p.m. 

 

The next meeting will be March 26, 2019.
