JANUARY 14, 2020
The Regular Meeting of the Dundee Township Board was held Tuesday, January 14, 2020, at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited. Roll call of officials was taken: Supervisor Uhl, Treasurer Sontag, Clerk Salenbien, Trustees: Lazette, Jaworski, Travis Horkey and Trustee C.J. Horkey were present. Supervisor Uhl moved to approve the meeting agenda upon moving “Team Trailer Sales” from the last item under “New Business” to the first item. Trustee Jaworski supported. Motion carried. Clerk Salenbien moved to approve the Regular meeting minutes held December 10, 2019, upon correcting the next meeting date on the second page to January 14, 2020 and waive the reading of such. Trustee CJ supported. Motion carried. Trustee CJ moved to approve the November, 2019 Treasurer’s report. Trustee Lazette supported. Motion carried. Treasurer Sontag moved to approve the Correspondence and place on file. Clerk Salenbien supported. Motion carried.
PUBLIC COMMENT: None
Library Reports: Jennifer reported on the final statistics for the 2019 year. All branches were down 5% but as a whole the system was up. Programing activities were well attended in 2019. Corina, the new Youth Services Librarian has started and doing very well. There will be a book sale in the spring.
Assessing Department: Assessor Brazeau reported taxable values are going up 2.4% per the state. There has been a lot of new construction in the village with more to follow. The township hasn’t had as much. Bob stated he would try to give the board a reliable figure for budget purposes by Thursday this week. Treasurer Sontag wanted to make sure that our Assessment change notices included the dollar amount figures reflecting the change. This was left off last year.

Supervisor Uhl: None
Trustee C.J.: Trustee CJ reported the fire department had 81 total runs in December, 2019. Trustee CJ moved to approve a quote from M50 Truck & Auto for 6 new tires for 22-7 at a cost of $3,691.38. Supervisor Uhl supported. Motion carried.
Trustee Lazette: Trustee Lazette reported there will not be a Planning Commission meeting in January.
Trustee Travis Horkey: None
Trustee Jaworski: None
Trustee Sontag: Treasurer Sontag reported winter taxes are coming in steady. Linda reported she and her Deputy will be attending a County Treasurer’s meeting this week.
Clerk Salenbien: Clerk Salenbien reported the 2020 Water District letters were mailed with a deadline of February 4th. The March 10, 2020 absentee applications have been mailed to all permanent AV voters. Clerk Salenbien encouraged voters who are not registered to register early. Year end reports, W2’s, 1099’s have all been mailed. The fire millage ballot language for the May special election has been forwarded to the County Clerk. A mandatory business meeting for all clerks in the county will be held January 27th.
Fire Millage Proposal Open House: The Dundee Township Board will host several questions and answer open house’s for residents to inquire about the upcoming Fire Millage Proposal on May 5th Election. The following are the scheduled dates and times: March 14th from 10:30 a.m. – 12:00 p.m., March 23rd from 6:30 -8:00 p.m. and April 2nd from 6:30 to 8:00 p.m. All will be held at the Fire Hall. Out a Code Red notice to residents and dates and times will be posted on our website.
Gloff Road Drainage: Supervisor Uhl reported Chris Stanley is still working on a solution for the drainage issue.
Team Trailer Sales: At this time Scott Desbrough of Team Trailer Sales was present to seek the Township’s approval for his special approval request that was approved by the Township Planning Commission on December 18, 2019. The trailer sales company will be located on Ann Arbor Road ( formerly Castelnero property). Mr. Desbrough stated two buildings will be torn down, the house will be remodeled, the fence will be taken down, new trailers will be sold, light maintenance and repairs to trailers will be done and tires will be sold at this location. Signage and lighting were discussed. A storage trailer will be used to store all old used tires in. With no further discussion, Trustee Lazette moved to make the recommendation to the board based on the Planning Commission’s approval to approve the special approval request from the Team Trailer Sales.
Trustee CJ supported. Motion Carried.
Discuss Server Replacement: Clerk Salenbien reported the current server will soon need replaced. Two
Quotes were received but both need to be updated to confirm prices. Clerk Salenbien will contact Chrome Enterprises and IT Right for updated quotes and place on a later agenda.
Reschedule March 10, 2020 Regular Meeting: Supervisor Uhl moved to reschedule the regular meeting for March 10, 2020 to March 12, 2020 at 7:00 p.m. due to the primary election. Trustee Travis supported.
2020-River Raisin Watershed Membership Dues: Trustee Lazette moved to approve the 2020
Membership Dues for the River Raisin Watershed Council of $174.00. Trustee CJ supported.
Motion carried. Trustee Lazette and Supervisor Uhl are the liaisons for the township.
2019 -2020 Revenue & Appropriations Budget Amendments: Treasurer Sontag moved to approve the Revenue/Appropriation Amendments to the General Fund for the 2019-2020 Budget as presented. Supervisor
Uhl supported. Motion carried.
Next Budget Workshop: The next scheduled Budget Workshop will be January 28th at 5:00 p.m. prior to our regular meeting.
2020 MCRC Road Information: Supervisor Uhl reported the MCRC will be contributing $36,000 to our Local Road Improvement Projects for the 2020 year. All of the work done to the Primary Roads will be paid100% by the Road Commission. The primary roads that will be worked on are, Ann Arbor Road, Dixon, East Lloyd, North County Line, Petersburg Road and Plank Roads (see chart for details). The estimates for the local roads work are mostly stone work. Supervisor Uhl reported she spoke to the Summerfield Township Supervisor about possibly cost sharing chip seal work on Wells Road (from Ida West to Dunbar Road) since Summerfield Township will be working on that road. Supervisor Uhl will talk to the RC to see if that could be added to our list for this year. The board questioned the contract split between Dundee/Milan roads and formula. Supervisor Uhl will address the split with the road commission on the Dundee/Milan roads and request that contracts to be prepared for the roads as presented. Trustee Travis inquired if our road advisory group was aware of the selection of roads for this year’s projects listed. Supervisor Uhl stated yes, they had picked them.
Collins Road Cross Tile Estimates: Due to a sink hole on Collins road, a new cross tile needs to be installed.
The road commission can replace this cross tile in the next week, and should be completed in one day. The RC prepared an estimate of $4,142 for this work to be done. We have unused funds in our 2019 gradall funds that will be used for this work.
ANY OTHER ADDITIONAL BOARD COMMENTS: Trustee Jaworski reported the driveway in Oakgrove Cemetery had to be moved over about four feet due to encroaching on the first row of graves all along the existing driveway. Due to the urgency of this matter, Southeastern Fencing moved the driveway over, stoned and removed the old fence line and brush between the existing cemetery and the new property.
Trustee Jaworski reported a resident approached him asking about getting cable on Dunbar Road off Wells Road.
Motion made by Supervisor Uhl supported by Trustee CJ to pay the bills from 12/19/19 in the amount of $9,213.26. Motion carried.
Motion made by Treasurer Sontag supported by Clerk Salenbien to pay the bills from 1/9/2020 in the amount of $5,491.49. Motion carried.
Motion made by Trustee CJ supported by Trustee Lazette to adjourn the meeting. Motion carried. The meeting adjourned at 8:30 p.m.
