DUNDEE TOWNSHIP

PUBLIC HEARING

TRUTH AND TAXATION/BUDGET

MARCH 25, 2008

 

The Dundee Township Board held a Public Hearing on Tuesday March 25, 2007 at the Dundee Township Hall.  Supervisor Uhl called the hearing to order at 7:00 p.m.  The Pledge of Allegiance was recited.  Present were Supervisor Uhl, Clerk Lupu, Treasurer Goetz and Trustees:  Larson, Lazette, Juckette and Winkelman.

 

Motion by Trustee Larson and supported by Clerk Lupu to accept the agenda as printed.  Motion carried.

 

The Truth and Taxation Public Hearing is held to levy the proposed property tax millage rate.  The Hedley levy does not apply to the township for this tax year.  By holding the Truth and Taxation Public Hearing an additional $8,472.73 will be levied.

 

With no further discussion Treasurer Goetz moved to adjourn the public hearing with support by Trustee Lazette.  Motion carried.  Time of adjournment was 7:04 p.m.

DUNDEE TOWNSHIP

REGULAR MEETING

MARCH 25, 2008

 

The regular meeting of the Dundee Township Board was held Tuesday March 25, 2008 at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:04 p.m.  The Pledge of Allegiance was previously recited at the Truth and Taxation Public Hearing.

Present were Supervisor Uhl, Clerk Lupu, Treasurer Goetz and Trustees:  Larson, Lazette, Juckette and Winkelman. 

Motion by Trustee Juckette and supported by Trustee Winkelman to accept the agenda as printed.  Motion carried.

Motion by Trustee Larson and supported by Treasurer Goetz to approve the minutes of the regular meeting held March 11, 2008 and waive the reading of such.  Motion carried.

Motion by Trustee Juckette and supported by Trustee Lazette to accept the Treasurer’s Report for February 2008.  Motion carried.

Motion by Trustee Larson and supported by Treasurer Goetz to accept the correspondence and place on file.  Motion carried.

 

The Monroe County Road Commission has developed a Transportation Asset Management program.  A workshop for this program will be held at the Dundee Village Office on Thursday May 15, 2008 at 5:30 p.m.  Area city, county and township officials are invited. An overview of the program was presented to the board by Nancy Tienvieri from the MCRC.  This program will offer principles necessary in utilizing an asset management program for future road construction projects.

 

OFFICIAL REPORTS

Supervisor Uhl

Village President Ted Norris suggested a joint recognition proclamation be developed that would honor achievements made by area residents.  The Dundee Boy Scouts have had several scouts cross over to Eagle Scout status, the Future Farmers of America have had members achieve top honors and the Girl Scouts will be contacted for honorees as well.  Additional organizations will be contacted.  It was suggested that all presentations take place during Michigan Week which will be held May 17th through May 23rd.

Assessing Department

Board of Review has been completed and all information has been sent to the County.  A total of 24 appeals were received within the township and 261 were within the village.  The grand total for the March Board of Review was 285.  The finalization of board of review establishes an updated SEV figure of $413,617,390.00 this is $2,945,550.00 lower than previously recited.  The updated taxable value figure is $327,937,854.00 which is an increase of $15,183,862.00.

   Trustee Larson

The annual clean up of all township cemeteries was unable to be completed due to unseasonably cold weather and an early Easter holiday.

Trustee Lazette

The fire siren used as an early warning system for the area residents will be removed and sent for repair as soon as the weather permits.  Discussion of the language recommended by the county planning commission regarding wind turbines was held at the planning commission meeting last Wednesday.

Trustee Juckette

Catch basins located on Gloff Road are not irrigating the water correctly.  These were among the list sent to the drain commission last fall for cleaning.  Supervisor Uhl will contact the drain commission for verification.

Treasurer Goetz

Tax revenue for all of the various governmental units collected through the township tax bill has been distributed.

Clerk Lupu

The annual township spring clean up day will be held on Saturday April 26, 2008 from 8:00 a.m. until 4:00 p.m.  The event will be held at the Clarence C. Rod Memorial Park located across the street from Kroger.  Senior High School voter registration presentations will be held at the school on Thursday.

 

OLD BUSINESS

Village President Ted Norris and Village Council Member Janet Bunch were present to discuss village questions and concerns regarding the joint fire authority documentation.  The documentation is written with equal voting members from the village and the township.  The consensus of the village council is this composition should be based on population which would give the village more members than the township.  Financial contribution is also a concern of the council because village residents pay both township tax and village tax.  The village attorney is on vacation for three weeks and the council is hesitant to move forward until his opinion can be obtained.  Supervisor Uhl recommended the joint committees meet and some discussion can occur prior to his return.  Trustee Winkelman stated that the main priority of the council and the board should be for the firemen.  The firemen volunteer their time for this community and they need and deserve a new building.  A committee meeting is scheduled for Wednesday April 2, 2008.

Discussion occurred regarding the 2008-2009 fiscal year budget.  Employee Kim Slinker is responsible for all permits for the building, electrical, mechanical and plumbing departments.  She also assists Chief Motylinski and Supervisor Uhl.  A new computer program has been implemented for the permit departments which has increased her workload.  She is requesting a 10% increase in her hourly wage which amounts to $1.00.  Deputy Clerk Antoinette Carder has been the deputy for seven years and has had a significant increase in her workload.  She has developed a computer program that has all cemetery deed book information compiled in one program.  This has been a tremendous asset to the cemetery program.  She also assists with the numerous elections that are the sole responsibility of the township.  A 10% increase in her hourly wage is $1.25.  Motion by Trustee Winkelman and supported by Treasurer Goetz to approve an approximate 10% raise of $1.00 hourly addition for Kim Slinker and $1.25 hourly addition for Antoinette Carder.  Motion carried.  Motion by Treasurer Goetz and supported by Trustee Larson to approve the 2008-2009 fiscal year budget as presented.  Roll call vote as follows:  Trustee Juckette yea, Trustee Winkelman yea, Trustee Larson yea, Treasurer Goetz yea, Trustee Lazette yea, Clerk Lupu yea and Supervisor Uhl yea.  Motion carried.

 

NEW BUSINESS

The contract for the Wilcox Road Bridge that consists of the costs involved with the survey, inspection, project management and 5% of the total construction was presented to the board.  The total cost for this contract is $125,400.00.  Motion by Trustee Juckette and supported by Clerk Lupu to approve the Wilcox Road Bridge contract at a township cost of $125,400.00.  Motion carried.

Motion by Trustee Lazette and supported by Treasurer Goetz to move to closed session pursuant to Section 8h of the Open Meetings Act to discuss material exempt from disclosure, specifically, the written correspondence from the Township Attorney regarding pending litigation.  Roll call vote as follows:  Treasurer Goetz yea, Trustee Juckette yea, Trustee Lazette yea, Trustee Winkelman yea, Trustee Larson yea, Clerk Lupu yea and Supervisor Uhl yea.  Motion carried.  Time entering closed session was 8:20 p.m.

Motion by Clerk Lupu and supported by Trustee Lazette to resume the open meeting session at 8:58 p.m.  Motion carried.

Motion by Supervisor Uhl and supported by Trustee Larson to proceed to trial in the Monroe County Circuit Court litigation case #07-24087-CE regarding Dundee Township vs. Teresa Lyn Oberly and Mark Oberly.  Roll call vote as follows:  Trustee Winkelman yea, Trustee Lazette yea, Trustee Larson yea, Treasurer Goetz yea, Trustee Juckette yea, Clerk Lupu yea and Supervisor Uhl yea.  Motion carried.

Motion by Trustee Larson and supported by Trustee Winkelman to approve the manual journal entry report in the amount of $186,953.60.  Motion carried.

Motion by Treasurer Goetz and supported by Clerk Lupu to pay the bills in the amount of $5,718.78.  Motion carried.

Motion by Clerk Lupu and supported by Trustee Lazette to adjourn the meeting.  Motion carried.  Time of adjournment was 9:10 p.m.
