The Regular Meeting of the Dundee Township Board was held Tuesday, August 28, 2018, at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited. Roll call of officials was taken: Supervisor Uhl, Treasurer Sontag, Clerk Salenbien and Trustees: C.J. Horkey, Gary Lazette, Travis Horkey and Ken Jaworski were present. Trustee CJ moved to approve the agenda and Treasurer Sontag supported. Motion carried. Trustee CJ moved to approve the Regular Meeting minutes of August 14, 2018 and waive the reading of such. Trustee Jaworski supported. Motion carried. Supervisor Uhl moved to approve the minutes of the Special Meeting held August 20, 2018 and Treasurer Sontag supported. Trustee’s CJ and Travis abstained. Motion Carried. Trustee Travis moved to approve the July 2018, Treasurer’s report and Trustee Lazette supported. Motion carried. Trustee CJ moved to approve the correspondence and place on file. Clerk Salenbien supported. Motion carried.
Philip Pietrowski and George Ruehs were present to discuss issues and concerns they are having with an outdoor wood burner.
Assessing Department: Supervisor Uhl reported they are working to find a replacement for Erika Hunt in the Assessing Department.
Building Department: Dennis Kolar presented the monthly permit list from July 1, 2018 through August 28, 2018. Dennis stressed that all inspectors must have their credit hours up to date as the deadline is soon.
Supervisor Uhl: Supervisor Uhl reported Dundee Sportsman Club will be having two Hunter Safety training classes - September 13th and October 11 and the shooting time may exceed their regular shooting hours. Supervisor Uhl reported she talked to Randy Pierce about pursuing with the MDEQ permit for Radka Road repairs. The MCRC will continue to monitor this situation. The Road Advisory group met on August 27th. The MCRC annual meeting with the Township will be held September 18th at 11:00 a.m. at the township hall.
Trustee C.J.: Trustee CJ reported there were a total of 64 calls in July.
Trustee Lazette: Trustee Lazette reported he spoke to Commissioner Hoffman regarding Radka Road and is aware of the situation on Radka Road. Trustee Lazette will contact Jason Shepard for further discussions.
Trustee Travis Horkey: None
Trustee Jaworski: None
Treasurer Sontag: Reminded taxpayers there is only a couple weeks to pay the summer taxes. Treasurer Sontag shared her concerns about the road work being done on Brewer road and on Petersburg road. The intersections with roads and bridges appear to very rough and not a smooth transition.
Clerk Salenbien: Clerk Salenbien reported on the FOIA request received requesting information from the November 2016 presidential election. Due to the extensive work involved, Clerk Salenbien discussed establishing a FOIA overtime hourly fee to reimburse the person who is doing the work. This will be placed on our next agenda for discussion.
Clerk Salenbien reported the new aerial fire truck is coming tomorrow.
OLD BUSINESS: None
Dundee Area Senior Citizens – Donation Request: Clerk Salenbien moved to donate four $50.00 gas cards to the Dundee Senior Citizens for their annual festival. Treasurer Sontag supported. Motion Carried.
Dundee Products Discussion: At this time Scott Brand of Brand Construction (General Contractor) and Lori Monagin the Owner of Dundee Products were present to discuss the proposed 68,000 sq. ft., 300’ x 192’ addition to their building and ask for site plan approval. Mr. Brand explained the Dundee Township Planning Commission approved the site plan contingent on these four items being corrected:
Trustee Lazette requested a drawing showing the elevations of grade level, berm and location of trees. Supervisor Uhl commented she would like to have some language in writing stating they are obligating to maintain the landscaping/trees to keep alive.
Trustee CJ moved to approve the site plan as presented for Dundee Products and allow the use of the proposed facia on the east side of the building and the condition that the owner have a continuing duty to keep the landscaping in good condition. Trustee Jaworski supported. Motion carried.
PA116 Requests – Janice Simon -Section 8 and Section 6: Clerk Salenbien reported two PA116 applications were being requested by Janice Simon (Simon Trust). Both applications had been sent to the MCPC and the Monroe Conservation District. One application consist of 53 acres and the other application consists of 51 acres (with only 19 acres tillable). After some discussion, Supervisor Uhl moved to approve Mrs. Simon’s PA116 request for parcel 5804-105-004-00 containing 53 acres to be entered into the PA116 program for a period of 20 years. Treasurer Sontag supported. Motion carried.
Supervisor Uhl moved to approve Mrs. Simon’s PA116 request for two combined parcels, 5804-108-001-90 (24.987 aces) and 5804-108-001-00 (26.01 acres) containing a combined total of 51 acres to be entered into the PA116 program for a period of 20 years. Clerk Salenbien supported. Motion carried.
ANY OTHER ADDITIONAL BOARD COMMENTS:
Trustee Jaworski inquired about the work that was done on Petersburg and Brewer roads. Supervisor Uhl responded that she contacted the MCRC with our concerns and we should give them time to address them.
Board members discussed holding off paying large invoices from MCRC for the two road projects under construction until the board has approved them.
A couple of invoices from the accounts payable were discussed.
Supervisor Uhl reported a letter will be sent Mr. Schultz regarding the bringing his property into compliance according to the consent judgement by the next meeting.
Trustee CJ inquired about selecting a replacement ZBA member.
Motion made by Trustee CJ supported by Trustee Lazette to pay the bills from 8/23/18 in the amount of $103,334.30. Motion carried.
Motion made by Treasurer Sontag supported by Trustee Jaworski to adjourn the meeting. Motion carried. The meeting adjourned at 8:49 p.m.
