DUNDEE TOWNSHIP

REGULAR MEETING

February 13, 2018

 

The Regular Meeting of the Dundee Township Board was held Tuesday, February 13, 2018, at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.    The Pledge of Allegiance was recited.  Roll call of officials was taken:  Supervisor Uhl, Treasurer Sontag, Clerk Salenbien and Trustees:  C.J. Horkey, Gary Lazette, and Ken Jaworski were present.   Trustee Travis Horkey was excused.  Supervisor Uhl moved to approve the agenda upon adding Resolution 2018-1 under “New Business”.  Clerk Salenbien supported.  Motion carried.  Clerk Salenbien moved to approve the minutes of the January 23, 2018, budget workshop, January 23, 2018, regular meeting and February 6, 2018, budget workshop and waive the reading of such.  Treasurer Sontag supported.  Trustee CJ moved to waive the reading of the Correspondence and place on file.  Treasurer Sontag supported.  Motion carried.

 

PUBLIC COMMENT:  None

 

OFFICIAL REPORTS: 

Library Report:  Due to the absence of the Librarian, Supervisor Uhl reported the January 2018 circulation overview reports.  

 

Assessing Department:  Supervisor Uhl reported the Assessing Department is working on board of review items.  The assessor, assessor assistant and Supervisor Uhl attended a board of review training.     

 

Building Department:  None

 

Supervisor Uhl:  Reported the Dundee Village Planning Commission is having a public hearing on February 27th at 7:00 p.m. requested by ESR Holdings, LLC.  A planning and zoning seminar will be held at the Old Mill on March 21st from 6-9 p.m. 

 

Trustee C.J.:  Trustee CJ reported there were 68 total calls for January, 2018. 

 

Trustee Lazette:  Trustee Lazette asked the board for approval/reimbursement to attend a National Electrical Code Continuing Education class in Holland Michigan on March 8th and 9th. The total cost of the seminar, mileage and hotel is $566.00.   Since Trustee Lazette works for three other jurisdictions, Dundee Township’s portion is $141.50.  Trustee Jaworski moved to approve the payment of 25% of the total costs ($141.50) to attend the class on March 8th and 9th.  Treasurer Sontag supported.  Trustee Lazette abstained. Motion carried. 

Trustee Lazette reported he discussed the problems in floor in the treasurer’s office with John Winter and Trustee Jaworski.  Some remedies are being looked at (metal).  Exact costs won’t be known until they peel the floor up.  

There will be a Planning Commission meeting February 21st.  Trustees Lazette, C.J. Horkey and Jaworski reported on their findings and some solutions to resolve the cold air problems at the fire hall.   It was suggested to get some quotes for the work necessary so we can pursue the repairs when the weather gets warmer.     Trustee Lazette would like us to consider replacing Supervisor Uhl’s computer when we are replacing the oldest computers.  Clerk Salenbien will contact our IT person for quotes. 

 

Trustee Travis Horkey:  Excused

 

Trustee Jaworski:  None

 

Treasurer Sontag:  Treasurer Sontag reported the Paying Agent fees from US Bank are being increased from $300 to $500 beginning March 1st.  This will affect the Eggert-Meanwell water district and Dixon Road water district (last year).  Treasurer Sontag reported Theresa Marino asked for additional Township newsletter pamphlets that will be distributed at the Economic Development meeting being held at the Old Mill.   

 

Clerk Salenbien:  Clerk Salenbien reported she will not be at the March 27th meeting.  Clerk Salenbien and her deputy attended a training class for the new QVF Refresh program.  The board discussed our cemetery lawn mowing contracts with R & R Lawncare and Fairway Lawn and Landscape that expire March 31, 2018.  Both are three year contracts.  Clerk Salenbien reported both contractors were contacted to see if they would continue at their current rates for another three years and both said they would need to adjust their costs slightly for the next three years.  The increases were submitted and discussed by the board.  Supervisor Uhl moved to accept the two current lawn mowing contractor’s contracts for a period of three years with the changes as noted upon receiving a legal opinion and approval from our attorney on bidding procedures.   Trustee Lazette supported.  Motion carried.

Clerk Salenbien reminded residents of the cemetery spring clean-up dates.  All items you wish to keep must be removed by March 15th.  Clean-up will begin on March 16h through March 31st (weather permitting).   New items may be placed on the graves on April 1st

 

OLD BUSINESS:  

Medical Marihuana Discussion:  The board discussed the Medical Marihuana facilities and licensing process and formally adopting a resolution either to “opt-in” or “opt-out” of any or all parts of this licensing within our township.  Trustee Lazette moved to prepare a resolution for Dundee Township that we “opt-out” on all five available licenses regarding Medical Marihuana.  This will be presented at our March 13, 2018 meeting.  Treasurer Sontag supported.  Motion carried. 

 

2018 MCRC Road Projects:   Supervisor Uhl reported the MCRC wants our contracts to them by March 1st.  The board discussed our 2018 paving projects, chip seal, gradall and stoning projects.  

Clerk Salenbien moved to have the MCRC prepare contracts for the following paving projects:

  • Brewer Road – Dennison to Petersburg Road – base stabilization and double chip seal per the estimated cost of $177,941. 
  • Petersburg Road – Summerfield Twp. to Brewer Road – base stabilization, trenching and double chip seal per the estimated cost of $368,403. 

Trustee CJ supported.  Motion carried.

 

Supervisor Uhl moved to have the MCRC prepare contracts for the following roads for stoning: 

  • Nieman Road – North of M-50 to Dixon road (split costs with      Raisinville Township)
  • Eggert Road – Irish to Nieman road
  • Petersburg Road – M50 to Kent road (request stone from Ottawa Lake      quarry)

Clerk Salenbien supported.  Motion carried. 

 

At our January 23rd meeting Supervisor Uhl was authorized to request contracts for chip sealing of the following roads:

  • Wells Road – Dunbar to Village of Dundee
  • Wells Road – Dunbar to Ida West (cost shared with Summerfield      Township)
  • Dixon  - M-50 to Nieman

 

NEW BUSINESS: 

Resolution 2018-1- Board of Review:  Supervisor Uhl moved to approve adopt Resolution 2018-1 Board of Review Resolutions. Trustee CJ supported.  Roll vote was taken with all members voting in favor.  Trustee Travis Horkey was absent.  Motion carried.  This resolution must be renewed every year. 

 

ANY OTHER ADDITIONAL BOARD COMMENTS: 

Trustee Lazette would like to revisit our Mission statement, discuss the $55,000 from the fire truck and the personal property reimbursement funds from the state. 

 

Motion made by Supervisor Uhl supported by Treasurer Sontag to pay the bills from February 8, 2018, in the amount of $7,216.91.  Motion carried.    

 

Treasurer Sontag moved to adjourn the meeting at 9:12 p.m. and Trustee Lazette supported.  Motion Carried.   The next meeting will be February 27, 2018.
