DUNDEE TOWNSHIP

REGULAR MEETING

APRIL 8, 2008

 

The regular meeting of the Dundee Township Board was held Tuesday April 8, 2008 at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.  The Pledge of Allegiance was recited.

Present were Supervisor Uhl, Clerk Lupu, Treasurer Goetz and Trustees:  Larson, Lazette, Juckette and Winkelman.

Motion by Trustee Juckette and supported by Trustee Winkelman to accept the agenda as printed.  Motion carried.

Motion by Trustee Larson and supported by Treasurer Goetz to approve the minutes of the truth and taxation public hearing and regular meeting held March 25, 2008 and waive the reading of such.  Motion carried.

 

CORRESPONDENCE

  • 1. State of Michigan Department of Attorney General re: Michigan's Regulation of Certain Sales Act.

Motion by Trustee Juckette and supported by Trustee Lazette to accept the correspondence and place on file.  Motion carried.

 

PUBLIC COMMENT

A petition and pictures were presented to the board on behalf of residents that live on Bunce Road.  They are requesting maintenance be performed on the road.  Several cars and trucks have become stranded in the mud on the road and needed assistance to get down the road.

Village President Ted Norris outlined a jointly funded plan involving the village and the township for the repaving of the final phase of Stowell Road.  This phase begins at the railroad tracks on Main Street and concludes at the S curves and is under the jurisdiction of both governmental entities.  The village will pay for all mandatory curbing involved with their portion of the project and will contribute to the asphalting costs.  The Monroe County Road Commission will need to be involved in the project since the road is a primary road and falls under their maintenance jurisdiction.

The head of the Dundee Library Branch Jennifer Grudnoski presented the board with current statistics.  The library has experienced a 2% increase in circulation and has had 587 people attend programs within the last three months. A 75th library celebration will be held at the Mary K. Daume Library Service Center on April 20, 2008.

 

OFFICIAL REPORTS

Supervisor Uhl

Attorney Jim Petrangelo has notified the township that a potential firm is interested in the Curry property.  The deadline for the restoration of the pond located on the property has expired.  The township will advertise for bids for the reclamation and a lein will be placed on the property for the cost involved.

Motion by Trustee Juckette and supported by Supervisor Uhl to set specs and advertise for reclamation bids for the Curry pond litigation project with reclamation to be completed by December 30, 2008.  Motion carried.

Trustee Lazette presented a polymer modified soil (P.M.S.) sample to the board.  This silicon based product is being applied to many roads in foreign countries and test areas are targeted in the United States.  The strength of the product is comparative to concrete and asphalt.  It is mixed with water and sprayed on to previously graded roads and dries in one to two days.  The company is in the process of developing a DVD presentation that should be complete by the end of the month.  A date for a presentation will be scheduled at the next regular township board meeting.

A tentative schedule of 2008 stoning projects is requested from the road commission.  All townships are urged to submit projects so that a bulk supply order can be placed that will result in cost savings.  Day Road and Bunce Road deteriorated substantially this winter and will need stone applied.  A list of other roads in need of stone has been developed and will be evaluated.  Dundee Township road projects will be downsized until the outcome of the road millage renewal is determined.  Motion by Trustee Juckette and supported by Treasurer Goetz to authorize the clerk and the supervisor to sign contracts not to exceed $100,000.00 with Day and Bunce Roads to be included in the project contracts.  Motion carried.

Trustee Larson

The Maple Grove Cemetery driveway has received an application of pentaseal for the past two years.  This has improved the condition of the driveway considerably.  Motion by Trustee Larson and supported by Trustee Winkelman to approve the application of pentaseal to the Maple Grove Cemetery driveway.  Motion carried.

Trustee Juckette

Catch basins located on Wells Road appear to have not been cleaned last fall by the drain commission.  The ditches along the road are filled with stagnate water.  The drain commission will need to be contacted for investigation.

The demolition derby at the Monroe County Fair this year will honor Trustee John Williams.  His dedication and knowledge will be greatly missed.  The fire department has always assisted in the event.  Motion by Trustee Juckette and supported by Supervisor Uhl to allow the fire department to monitor the demolition derby at the Monroe County Fair.  Motion carried.

Trustee Winkelman

Several large potholes will be cold patched in the driveway at the fire hall.  Locks need to be replaced at the fire hall.  Motion by Trustee Lazette and supported by Clerk Lupu to replace four locks with the purchase of additional keys at a cost not to exceed $250.00.  Motion carried.

 

Clerk Lupu

Quotes from shredding companies are being obtained.  A change to a new business account phone plan will save the township an average $1,884.00 in phone charges.  A senior high school voter registration presentation resulted in the registering of 47 senior students.  Approximately 230 absentee school election applications have been sent out and approximately 84 have been returned.

 

OLD BUSINESS

The township/village joint fire authority committee met for further negotiations.  Discussion of funding if an authority was formed resulted in the suggestion of township general operating funds being used.  Township board members were opposed to this suggestion due to the fact that all township services are funded with the use of only one mill.  This one mill is utilized for the library, cemetery, assessing, tax collection and other duties associated with the treasurer's office, all general elections, the clerk's office, the supplies and general operations of the fire department with the exception of the equipment fire millage that is used for the purchase of large equipment, all road projects not allowable under the road millage and all general operation costs associated with the township.  Further committee meetings will be scheduled.

 

CLOSED SESSION

Motion by Trustee Lazette and supported by Clerk Lupu to move to closed session pursuant to Section 8h of the Open Meetings Act to discuss material exempt from disclosure, specifically, information related to the purchasing or leasing of property.  Roll call vote as follows:  Trustee Juckette yea, Treasurer Goetz yea, Trustee Larson yea, Trustee Winkelman yea, Trustee Lazette yea, Clerk Lupu yea and Supervisor Uhl yea.  Motion carried.  Time entering closed session was 9:35 p.m.

Motion by Supervisor Uhl and supported by Trustee Lazette to resume the open meeting at 9:56 p.m.  Motion carried.

Motion by Trustee Juckette and supported by Trustee Winkelman to discuss with the property owner a first right of refusal proposal not to exceed 60 days and to schedule a feasibility study to be obtained on the property.  Motion carried.

Motion by Clerk Lupu and supported by Supervisor Uhl to pay the bills in the amount of $7,448.76.  Motion carried.

Motion by Clerk Lupu and supported by Trustee Lazette to adjourn the meeting.  Motion carried.  Time of adjournment was 10:04 p.m.
