DUNDEE TOWNSHIP

REGULAR MEETING

APRIL 28, 2020

 

The Regular Meeting of the Dundee Township Board was held Tuesday, April 28, 2020, at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.    The Pledge of Allegiance was recited.  Present were:  Supervisor Uhl, Clerk Salenbien, Treasurer Sontag, Trustees:  Gary Lazette, CJ Horkey, Travis Horkey and Ken Jaworski.  Treasure Sontag moved to approve the meeting agenda and Trustee CJ supported.  Motion carried.  Trustee CJ moved to approve the minutes from the Truth & Taxation Public Hearing and Regular Meeting held, March 24, 2020 and waive the reading of such.  Clerk Salenbien supported.  Motion carried.  Trustee CJ moved to approve the March, 2020 Treasurers report and Trustee Travis supported.  Motion carried.  Treasurer Sontag moved to approve the Correspondence and place on file.  Trustee Jaworski supported.  Motion carried.

Trustee C.J.: None

 

Trustee Lazette:   Trustee Lazette reported he replaced the halyard at Oakgrove Cemetery.  New flags will be put up before Memorial Day at the cemeteries.  Trustee Lazette reported a new system for registering for Code Red.  You can now, Text: Dundee MI to 99411 to sign up. 

 

Trustee Travis Horkey: None

 

Trustee Jaworski:  Trustee Jaworski reported piles of dirt/sand were dumped by the MCRC on the new Oakgrove cemetery property after they were asked not to.  Supervisor Uhl will contact the MCRC to have them come level it out as it is an eyesore. 

 

Trustee Sontag:  Treasurer Sontag reported business as usual.  A check for $10,000 was received from the Village of Dundee for the Fire Department.  This donation was made by anonymous donor to the Village of Dundee and they then donated it to the Fire Department.     

 

Clerk Salenbien:  Clerk Salenbien reported she is awaiting a quote for purchasing another tabulator to help with processing absentee ballots.  The state is offering a 50% discount to entities wishing to purchase another tabulator for AVCB use, but would need to act soon to take advantage of this.  To allow the clerk to act appropriately on the discounted pricing and timely, Trustee CJ moved to authorize Clerk Salenbien to purchase one additional tabulator to help with processing absentees at a cost for the township not to exceed $6,000.  Treasurer Sontag supported.  Motion carried.  Clerk Salenbien reported a plexiglass partition was made for the front desk. 

 

OLD BUSINESS:  None

 

NEW BUISINESS:

Assessing Department Discussions:  Supervisor Uhl reported on options for the future of our assessing department since we are at our reappointment time for our assessor.   Supervisor Uhl reported she has been working with board members to obtain numbers on our current assessing department model of having an assessor on site (2 days) with a couple people on staff to assist.  Supervisor Uhl reported on information received from the firm “Renius & Renius” which would change the current model to:  having an assessor on site one day a week and available on the other days by email and phone.  This firm would have remote access to our BSA system, would supply all support staff for the assessing functions (field work, filing, data entry, reporting etc.) therefore, this would relieve the township from having to retain and pay any employees for the assessing department.   This option would cost $80,000.  They would be able to start June 1st.  To begin this process, they would revisit the process and progress after one month, three months, six months and one year.  If at that time it is deemed a person needs to be employed by the township the contract will decrease to $65,000 and they would train the employee in the area needed.   Our current assessors reappoint date is May 9th.  At this time Supervisor Uhl reported on a conversation she had with our current assessor some time ago where he actually discussed the heavy load he was carrying and actually gave her an undated resignation letter (which she read) to her at that time.   Supervisor Uhl reported he is an “at will” employee with no contract. Additional discussions followed about the critical timing for the roll, the possibility of Bob staying until the end of May and requesting a contract from the Renius firm with a June 1st starting date.  Trustee CJ moved in light of an undated letter of resignation received by our Supervisor from Robert Brazeau, a motion is made to not reappoint him as our Assessor and to ask the firm “Renius & Renius” for a contract with the terms as discussed and to ask our current assessor if he is willing to stay until the end of May. Treasurer Sontag supported.  Motion carried.   

 

Ordinance Officer Discussions:  Supervisor Uhl reported Tim Ames our current Ordinance Enforcer/Liquor Inspector would like to be replaced.  Tim has agreed to stay until a replacement is found.  Board members are asked to let Supervisor Uhl know of any candidates who may be interested. 

 

Michigan Finance Authority Tax Anticipation Note Pool:  Treasurer Sontag reported the state is offering a low-cost financing option for financing to municipalities due to declining revenues during the current state of emergency related to COVID 19.  Treasurer Sontag will respond on behalf of the township.    

 

Office Re-Opening Procedures:  The township office will remain closed until further notice or until the Governor’s order expires.  Discussions followed about establishing limited hours, scheduling appointments, emailing, updating message on answering machine and reducing the number of people allowed in the building to comply with the distancing rule.  Clerk Salenbien discussed the number of people who will be coming into the building as we approach elections.     

 

ANY OTHER ADDITIONAL BOARD COMMENTS: 

Trustee CJ reported there were a total of 81 fire calls in March. 

Trustee Lazette reported there will be an MTA webinar about Township cemeteries. 

 

Motion made by Supervisor Uhl supported by Treasurer Sontag to pay the bills from 4/9/2020 in the amount of $304,412.02.  Motion carried.   

 

Motion made by Trustee CJ supported by Clerk Salenbien to pay the bills from 4/23/2020 in the amount of $1,511.32.  Motion carried.   

 

Motion made by Supervisor Uhl supported by Trustee Lazette to adjourn the meeting.  Motion carried.  The meeting adjourned at 8:41p.m.    The next meeting will be Tuesday, May 12, 2020.
