September 11, 2018


The Regular Meeting of the Dundee Township Board was held Tuesday, September 11, 2018, at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.    The Pledge of Allegiance was recited.  Roll call of officials was taken:  Supervisor Uhl, Treasurer Sontag, Clerk Salenbien and Trustees:  C.J. Horkey, Gary Lazette, Travis Horkey and Ken Jaworski were present.  At this time a moment of silence was held in honor of the 9-11 event. 

Trustee CJ moved to approve the agenda and Treasurer Sontag supported.  Motion carried.   Treasurer Sontag moved to approve the Regular Meeting minutes of August 28, 2018 and waive the reading of such.  Trustee Lazette supported.  Motion carried.  There was no Correspondence. 





Library Report:  Jennifer Grudnoski, Librarian, reported circulation has been up the last two months in a row and programming is up 10% this year.  Jennifer reported on the programing, reading club and activities from last month. 

The annual book sale will be held on October 5th (from 2-5) and 6th (from 10-1).  The phones are now back working as normal. 


Assessing Department:  None


Building Department:  None


Supervisor Uhl:  Supervisor Uhl reported the curb/step at the library has been painted yellow.  Supervisor Uhl reported she attended a meeting at the Village where a representative from Republic Waste Management was present to explain a reduced rate program if the government of the communities will work with them. 


Trustee C.J.:  Trustee CJ reported there were a total of 59 calls in August.  Trustee CJ moved to approve an estimate from M-50 Truck, Tractor & Auto to replace 6 tires on truck 22-6 at a cost of $4,134.56.  This estimate includes labor. Trustee Jaworski supported.  Motion carried.  Trustee CJ reported the SCBA’s will soon need replacing.  To replace all will cost $150,000 to $180,000.  They are looking at financing/lease programs as well as grant funding.  An update on the building issues at the firehall (plumbing, caulking) were discussed.  The board discussed a problem that had recently occurred with the county’s communication toner not communicating with the tower that sets off the pagers to the firemen.  Therefore, some pagers on the west side of the county were not set off.  Further investigation is being done. The new aerial fire truck is here and will be in service around October 6th.  Ideas for selling the 1991 Pierce pumper were shared.  New firemen are required to have Firefighter 1 & 2 training and Medical 1st Responder certification.  The township pays for the cost of the class.  However, the cost for each certification test is 75.00 per test.  A total of $150.00 for both.  Supervisor Uhl moved to have the township reimburse firefighters for the cost of their successful taking of the firefighter 1 & 2 test ($75) and Medical 1st responder test ($75) a total of $150.00.    Treasurer Sontag supported.  Motion carried. 


Trustee Lazette:  None

Trustee Travis Horkey:  Reported Tom Ruehs had inquired about cleaning a ditch on Gloff Road. 

Trustee Jaworski:  None


Treasurer Sontag:  Treasurer Sontag stated summer taxes are due by the end of this week (14th).  Deferment forms must be filed at the same time if needed.  All board members are asked to think about ideas for the inserts that go in the winter tax bills. 


Clerk Salenbien:  Clerk Salenbien reported the absentee applications have been mailed out and ballots will arrive soon. A response to the FOIA was sent and to date no response back.   



Schultz Pond- Bond Discussions:  Supervisor Uhl reported to the board that Mr. Schultz had not provided to the township the required information or plan of action regarding his obligations to the township according to the consent judgement. This information was to be provided to us by this meeting date.  Supervisor Uhl reported Mr. Schultz indicated he would have his plan to us by our September 25th meeting.  Trustee CJ stated his obligations are legal and expire on September 24th and recommended we send a letter to the bond company along with Stoneco and Mr. Schultz as he is in contempt of court.  


Library Steps / Repair-Discussion:  Trustee Lazette reported he received two verbal quotes for repairs to the steps at the library.  More precise and detailed information will be reported at our next meeting. 


Master Plan Discussions:  Supervisor Uhl reported she had received some calls and some information from planners.  Supervisor Uhl reported the deadline for submitting information is October 1st.  The board discussed forming a committee consisting of township board and planning commission members to review the letters of interest and select three top contenders then have a joint meeting of the two boards.  Volunteers for the committee from the Township were:  Supervisor Uhl, Clerk Salenbien and Treasurer Sontag.     These meetings would open meeting.    


Fire Department Discussions:  Trustee CJ reported earlier under his report.



FOIA Labor Compensation:  The board discussed the FOIA procedures when a request is received and establishing compensation rates for the qualified person to complete the requests both during regular hours and after hours.  Clerk Salenbien reported she had not heard anything back on the latest FOIA request.  Trustee CJ moved to amend FOIA Resolution 2015-4 “Schedule of Fees”, and add the following language to #4:  The rate of pay during regular business hours will be that of the lowest paid qualified person to complete the request as determined by the department head.  In the event it requires work to be done outside the normal business hours the compensation rate will be done at 1 ½ times the normal hourly rate of the person responding to the request.  Clerk Salenbien supported.  A roll call vote was taken with all board members voting in favor.  Motion carried. 


2019 MCRC Projects:  Supervisor Uhl reported on her MEMO dated, August 28, 2018, regarding the meeting with the road advisory group.  Suggestions for the 2019 year were discussed for dust control, proposed paving projects, stoning projects, chip seal program, berm removal and the use of harder stone.   Supervisor Uhl reported the MCRC annual meeting with Dundee Township will be September 18th at 11:00 the township hall to discuss next year’s projects. 


Assessing Department Discussions:  Supervisor Uhl reported only one resume was received for the opening in the assessing department.   Policy states the department head can ask for temporary help if requested.  The board discussed options and continuing the search on other assessing websites.  Supervisor Uhl reported the assessor indicated he would like to hire the applicant, Barry Wauldron as temporary help.  Supervisor Uhl also shared the possibility of using help from another department a couple days a week if interested.  Rates of pay $14 - $16 per hour were discussed and 1 to 3 days a week were recommended for temporary help. This information is subject to review at our next meeting.  Supervisor Uhl moved to pay Barry Wauldron as an independent contractor in the assessing department for the next two weeks until our next meeting September 25th at a rate of $15.00 hour at which time if hired, the rate of pay will be reviewed again. 



Trustee Lazette reported he had reached out to Mr. Sheppard regarding Radka Road and MDEQ permitting and has no response to date. 

Trustee Jaworski inquired about the status of the paving issues with the transitions on Petersburg Road and Brewer Road projects. 

Supervisor Uhl reported she had some further conversations with Mr. Lloyd regarding the land to be donated for cemetery use on Dixon Road.  Trustee CJ recommended we start the title search process based on a market value.    Supervisor Uhl will contact Summerfield Township to discuss any approvals/conditions that may be necessary.    

Village Manager Uhl shared the status of projects and developments in the Village. 


Motion made by Trustee CJ supported by Treasurer Sontag to pay the bills from 9/06/18 in the amount of $7,387.37.   Motion carried.    Motion made by Supervisor Uhl supported by Trustee Lazette to adjourn the meeting.  Motion carried.  The meeting adjourned at 9:44 p.m.
