DUNDEE TOWNSHIP
REGULAR MEETING
JANUARY 8, 2008
The regular meeting of the Dundee Township Board was held Tuesday January 8, 2008 at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited.
Present were Supervisor Uhl, Clerk Lupu and Trustees: Lazette, Winkelman, Larson and Juckette. Treasurer Goetz had an excused absence. A total of four citizens were in attendance.
Motion by Trustee Larson and supported by Clerk Lupu to accept the agenda with a correction to the meeting minutes date from December 4, 2007 to December 11, 2007. Motion carried.
Motion by Trustee Juckette and supported by Trustee Winkelman to approve the minutes of the regular meeting held Tuesday December 11, 2007 and waive the reading of such. Motion carried.

Motion by Trustee Juckette and supported by Clerk Lupu to accept the correspondence and place on file. Motion carried.
OFFICIAL REPORTS
Supervisor Uhl
Progress is being monitored on drain clean up mandated by the Drain Commission on property owned by Mr. Curry on Irish Road.
Assessing Department
Finalization is occurring on new construction inspections. A meeting will be held with the county regarding the adjustments to the 2008 assessment roll.
Building Department
Permits have been issued for the special approval building to be built on M-50 by Mr. Mario Defelice.
Trustee Lazette
The following fire calls were responded to for the month of December:

Total runs for December were 39. Total fire department calls for 2007 were 571. This figure has increased by 6 from the previous year.
A meeting was held with the fire chief regarding the sale of the 1985 Pierce fire truck that was recently replaced. Information has been sent to townships throughout the state however; no responses have been received. The next option is to place the truck on Ebay or a specific website designed to sell fire trucks. Costs of both options will be investigated. Bids have been obtained for removal of both of the sirens located at the fire hall. These bids are for removal of the sirens and the bases. Board members were concerned that if the sirens could be repaired then the bases would no longer be there for reinstallation. A tree service used by the village may be a possibility for removal of the siren only. This option will be pursued first.
The fire hall parking lot has several potholes and will be cold patched for winter. This problem will need to be addressed in the spring.
Trustee Juckette
Numerous buildings in the township have fallen under blight conditions due to fire, wind or deterioration. The Blight Officer will be given the addresses for investigation.
Clerk Lupu
The yearly water lottery letters have been sent. Approximately 90 absentee ballots have been sent for the presidential primary election to be held on January 15, 2008. The filing deadline for individuals interested in running for the two school board positions is February 13, 2008 at 4:00 p.m. The necessary paperwork can be obtained through the township or the county clerk's office. Budget work for this year and the upcoming year has begun.
OLD BUSINESS
Several questions were posed by board members regarding the preliminary draft of the joint fire authority. How this document affects the Urban Cooperation Agreement, the dividing of existing assets and how future tax dollars will be levied were initial questions that will be sent to the attorney. The initial draft will also be sent to the village with a cover letter outlining these questions. This will begin negotiations with the village in pursuing the joint fire authority.
A pond inspector, for the mineral extraction ordinance that pertains to ponds in excess of five acres, will need to be appointed. Mr. Francis Dean has expressed interest in the position. He has excavated numerous ponds, while owning his own excavating business. Motion by Clerk Lupu and supported by Trustee Lazette to appoint Mr. Francis Dean as the mineral extraction pond inspector with a payment of $50.00 per inspection and with the term to expire on March 31, 2008. Roll call vote as follows: Trustee Juckette yea, Trustee Winkelman yea, Trustee Lazette yea, Trustee Larson yea, Clerk Lupu yea and Supervisor Uhl yea. Motion carried.
NEW BUSINESS
A land transfer request was received from Mr. Vern Guindon for property located on Wilcox Road. A lawsuit filed by Mr. Guindon regarding property close to the parcel listed in the land transfer request is currently pending litigation. Motion by Trustee Lazette and supported by Trustee Larson to continue negotiations on the land transfer discussion of Mr. Vern Guindon after completion of all pending litigation. Motion carried.
Dues for the 2008 River Raisin Watershed membership are $563.80. The membership fee has not increased since 2004. Motion by Trustee Larson and supported by Trustee Lazette to approve the 2008 renewal membership of the River Raisin Watershed dues at a cost of $563.80. Motion carried.
OTHER BOARD COMMENTS
Many road complaints were received with the recent thawing of township roads. A list will be compiled and given to the road commission. Stone will need to be applied to all problem areas prior to the spring thaw. An option of applying slag instead of stone will also be investigated.
A planning commission public hearing and regular meeting was held on December 19, 2007. Amendments to Article 3 were recommended by the planning commission for approval to the township board. These amendments will be sent to the county planning commission for their recommendation to the township board.
Motion by Trustee Larson and supported by Trustee Lazette to pay the bills in the amount of $6,321.80. Motion carried.
Motion by Clerk Lupu and supported by Trustee Lazette to adjourn the meeting. Motion carried. Time of adjournment was 8:51 p.m.
