Dundee Township Regular Meeting Minutes of October 9, 2007

DUNDEE TOWNSHIP

REGULAR MEETING

OCTOBER 9, 2007

The regular meeting of the Dundee Township Board was held Tuesday October 9, 2007 at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.  The Pledge of Allegiance was recited.  Present were Supervisor Uhl, Treasurer Goetz Clerk Lupu and Trustees:  Larson, Lazette, Williams and Juckette.  Approximately seven citizens were in attendance. 

Motion by Treasurer Goetz and supported by Trustee Juckette to accept the agenda as printed.  Motion carried.

Motion by Trustee Williams and supported by Trustee Larson to approve the minutes of the regular meeting held Tuesday September 25, 2007 and waive the reading of such.  Motion carried.

Due to the fact that Township government law does not allow for monetary donations through township funds to occur board members will donate personal funds to purchase an advertisement to be placed in the Dundee High School Yearbook.

Motion by Trustee Juckette and supported by Treasurer Goetz to accept the correspondence and place on file.  Motion carried.

 

PUBLIC COMMENT

Floor opened:  7:05 p.m.

Alford Road residents had several comments and questions regarding stoning and draining of the roadway.  This will be addressed later in the agenda.

Floor closed:  7:25 p.m.

 

OFFICIAL REPORTS

Supervisor Uhl

A meeting was held with Ralph Lange from the road commission regarding the 2008 master road list schedule.  The township's recommendations are:  the second phase of Bigelow Road, continuing work of the Wilcox Road Bridge and a potential wood bridge structure for the Kimpton Road Bridge.  Other paving projects under consideration are portions of Wilcox Road and Brewer Road west of Petersburg Road.

The road commission has stated that the equipment used to clean county drains will be in the township this week.

 

 

Assessing Department

The one year sales study has been submitted to the County.  Fieldwork will begin tomorrow for 2007. 

Trustee Williams

The next Planning Commission meeting will be held Wednesday October 17, 2007 at 7:00 p.m.  Jeff Purdy will be submitting preliminary work on the reorganization of the ordinance book.

Trustee Lazette

The following fire calls were responded to for the month of September:

Total calls for September is 39.

Trustee Lazette will be absent from the October 23, 2007 meeting.  He will be attending a River Raisin Watershed meeting regarding CAFO's.

Trustee Juckette

Wells Road drainage is still obstructed.  The county drain south of Wells will need to be cleaned out.

Treasurer Goetz

Tax figures will need to be adjusted due to the tax tribunal decision regarding Buckeye Pipeline and Eagle Springs.  Drain cleanout special assessments will be occurring on the December tax bills.  Village drain cleanout special assessments will also be posted to the township tax bill and the money will be sent to the village once payment has been made.

Clerk Lupu

A county wide township informational road commission meeting was held on Thursday October 4, 2007.  Individual township meetings will be scheduled at a later date.  Deputy Clerk Antoinette Carder is currently entering all past cemetery deed books onto the computer for easier research.

 

OLD BUSINESS

Minor changes have been made to the proposed Noise Ordinance.  The final draft will be submitted to the board at the next regular meeting.

Portions of Irish, Saline River and Alford Roads are to have fabric, slag and stone applied this fall.  The remaining areas around these improvements will need additional stoning.  Motion by Clerk Lupu and supported by Trustee Larson to apply stone to all of Alford Road, on Irish Road from Eggert Road to Trost Road and on Saline River Road from Bigelow Road to Day Road.  Motion carried.

 

NEW BUSINESS

A temporary trailer extension permit request was received from Francis and Kathleen Deutsch located on Alford Road.  The original permit was issued on October 15, 1998.  Construction began on a new home but was not completed.  Motion by Treasurer Goetz and supported by Trustee Juckette to deny the temporary occupancy permit extension.  Motion carried.  A certified letter stating the board's decision will be sent to the homeowners.  They will have ten (10) business days to remove the temporary trailer from the premises.

The creation of a joint fire authority has been discussed between the village and the township.  Currently property under consideration is within the village boundaries however, other property outside of the village limits could become a viable option.  Township board and village council members will need to vote on a formal commitment of the formation of a fire authority regardless of the location of the property in order to consider property outside of the village limits.  Supervisor Uhl attended the village meeting on October 2, 2007 requesting consideration by the council.  Motion by Supervisor Uhl and supported by Trustee Lazette to approve a commitment to move towards the creation of a joint fire authority for the village and township regardless of the fire department location.  Roll call vote as follows:  Trustee William yea, Treasurer Goetz yea, Trustee Juckette no, Trustee Larson yea, Trustee Lazette yea, Clerk Lupu yea and Supervisor Uhl yea.  Motion carried.

A decision regarding the master list of road projects will need to be made at the next board meeting.  Board members will need to have their suggestions available at that time.

The Parran pond project is beginning.  One of the terms of the consent agreement was for a bond to be posted for the construction of a home on the site once the project is complete.  An agreement between Mark Parran and Stoneco of Michigan states that Stoneco will maintain the bond in their name.  Motion by Supervisor Uhl and supported by Trustee Larson to allow Clerk Lupu to send a letter of approval regarding the change in the reclamation assignment of the $150,000.00 bond from Mark Parran to Stoneco of Michigan.  Roll call vote as follows:  Trustee Lazette no, Treasurer Goetz yea, Trustee Williams yea, Trustee Juckette yea, Trustee Larson yea, Clerk Lupu yea and Supervisor Uhl yea.  Motion carried.

ADDITIONAL BOARD COMMENTS

Trustee Juckette questioned the addition of guard rails on Bigelow Road.  The road commission replaced the existing guard rails at the time of the repaving.  If additional guard rails are requested it will be at the cost of the township.

Motion by Trustee Larson and supported by Supervisor Uhl to pay the bills in the amount of $7,156.49.  Motion carried.

Motion by Clerk Lupu and supported by Trustee Lazette to adjourn the meeting.  Motion carried.  Time of adjournment was 9:05 p.m.
