MARCH 13, 2018


The Regular Meeting of the Dundee Township Board was held Tuesday, March 13, 2018, at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.    The Pledge of Allegiance was recited.  Roll call of officials was taken:  Supervisor Uhl, Treasurer Sontag, Clerk Salenbien and Trustees:  C.J. Horkey, Gary Lazette, Ken Jaworski and Travis Horkey.  Treasurer Sontag moved to approve the agenda and Clerk Salenbien supported.  Motion carried.  Trustee Travis moved to approve the minutes of the February 27, 2018, Regular Meeting and waive the reading of such.  Treasurer Sontag supported.  Supervisor Uhl and Clerk Salenbien abstained.  Motion carried.  Treasurer Sontag moved to waive the reading of the Correspondence and place on file.  Trustee CJ supported.  Motion carried.





Library Report:  Supervisor Uhl presented each board member with a copy of February 2018, circulation overview reports.  


Assessing Department:  Supervisor Uhl reported “Board of Review” was held. 


Building Department:  None


Supervisor Uhl:  Presented board members with a draft “Vacation Request” form.  If anyone has any changes or modifications please let her know.  Once approved, this will be added to our Policy and Procedure manual. 


Trustee C.J.:  Trustee CJ reported there were 65 total calls for February, 2018. 


Trustee Lazette:  Trustee Lazette reported there will be a Planning Commission meeting on March 21st unless it gets cancelled due to the BDC holding the Planning Seminar at the Old Mill on the same night. 

Trustee Lazette reported he attended the I.A.E.I training in Holland Michigan and received his certificate.   


Trustee Travis Horkey:  None


Trustee Jaworski:  None


Treasurer Sontag:  Treasurer Sontag reported the county has our taxes and balancing went smoothly.  Only Personnel Property Taxes will be accepted at the Township now.  


Clerk Salenbien:  Clerk Salenbien reported the 2018 Wrestling State Champs will be honored at our April 24th meeting.  There will be a County Clerk’s meeting next week.  A training class for the new election machines was held last week. 

Clerk Salenbien reported on a proposal from Chrome Enterprises for two new computers at a cost of $1, 670.00.  It was suggested replacing Clerk Salenbien and Erika’s computers, adding 4 gigabytes to Paula’s computer and replacing Supervisor Uhl’s computer with Clerk Salenbien’s computer and purchasing a new monitor for the Supervisor. 

Trustee Lazette moved to replace two computers as listed on the estimate received from Chrome Enterprises, adding 4 gigabytes to the deputy clerk’s computer and purchase a new monitor for the supervisor at a cost not- to- exceed $1,850.00.  Trustee CJ supported.  Motion carried. 

A proposal to strip, seal and refinish with three coats of industrial floor finish for the Library at an approximate cost of $508.50 and steam clean and extract carpets at an approximate cost of $268.90 was received.   Trustee Lazette moved to sign the contract with Contract Service Group to strip, seal and refinish with three coats of industrial floor finish for the Library at an approximate cost of $508.50 and pre-treat, steam clean and extract carpets at an approximate cost of $268.90. A total not-to-exceed cost of $800.00 was established.  Trustee CJ supported.  Motion carried. 





2018-2019 Township Salary Schedule:  Clerk Salenbien explained the salary schedule reflected workshop discussions.  Salary changes being proposed are: 

Assessor – from $43,075 to $44,000 (this is subject to change in May once exact parcel count is known)

Deputy Clerk – 3% increase from $14.68 hr. to $15.12 hr.

Deputy Treasurer - .50 increase from $13.00 hr. to $13.50 hr.

Supervisor Uhl shared with the board the Assessor’s reasoning’s for wanting to increase our Assessor Assistants (Erika) wage beyond the current rate of $19.00 hour and above the salary range established.  Board members shared their thoughts on this request.   After discussion, Clerk Salenbien moved to approve the 2018-2019 Township Salaries as presented with the 3% increase for the Deputy Clerk, .50 cent increase for the Deputy Treasurer and increase the Assessor to $44,000 (with the parcel count to be finalized in May).  Trustee Lazette supported.  Motion carried. 


2018-2019 Township Board Meeting Schedule:  Treasurer Sontag moved to approve the 2018-2019 Township Meeting Schedule as presented.  Trustee Lazette supported.  Motion carried. 


Schedule “A” Appointments:  Trustee CJ moved to adopt the 2018-2019 - Schedule “A” of Appointments.  Treasurer Sontag supported.  Motion carried.  Trustee Lazette inquired about the note at the bottom on Page 2, regarding 2017-Stoneco agreement for Robert Schultz and the need to address this. Supervisor Uhl will contact our attorney for direction on this matter. 


Schedule “B” – Building Department and Bid Appointments:  Clerk Salenbien moved to approve Schedule B as presented for the 2018-2019 year.  Treasurer Sontag supported.  Trustee Lazette abstained.  Motion carried. 


Resolution 2018-2- Medical Marihuana Facilities:  Trustee Lazette moved to adopt Resolution 2018-2 regarding the Township of Dundee to opt- out of all five types of facilities/licenses regarding Medical Marihuana Facilities.  Trustee Jaworski supported.  A roll call vote was taken with all board members voting in favor.  Motion carried. 



Trustee Lazette thanked the board for their vote on the resolution regarding the Medical Marihuana and personally thinks it is the right thing to do for our township. 

Trustee Travis commented on Brewer Road and felt it looked better than a year ago.  Trustee Jaworski commented on road building procedures used in Washtenaw County. 

Clerk Salenbien inquired about Radka Road status.  Supervisor Uhl said the plan is to move the road and are in the process of acquiring proper permits. 

Trustee Jaworski inquired about the bill from KCI in the accounts payable and why our assessment notices came from Grand Rapids. 

Clerk Salenbien inquired about a procedure to allow board members to have opportunity to directly ask questions to the Assessor. 


Motion made by Supervisor Uhl supported by Trustee CJ to pay the bills from March 8, 2018, in the amount of $5,232.75.  Motion carried.    


Supervisor Uhl moved to adjourn the meeting at 8:10 p.m. and Trustee CJ supported.  Motion Carried.   The next meeting will be March 27, 2018.
