DUNDEE TOWNSHIP

REGULAR MEETING

AUGUST 22, 2017

 

The Regular Meeting of the Dundee Township Board was held Tuesday, August 22, 2017, at the Dundee Township Hall.  Trustee C.J. Horkey called the meeting to order at 7:00 p.m.    The Pledge of Allegiance was recited.  Roll call of officials was taken:  Treasurer Sontag, Clerk Salenbien and Trustees:  C.J. Horkey, Ken Jaworski, Travis Horkey and Gary Lazette were present.  Supervisor Uhl was excused.  Trustee Lazette moved to approve the agenda and Treasurer Sontag supported.  Motion carried.  Trustee Jaworski moved to approve the minutes of the regular meeting held on July 25, 2017 and waive the reading of such.  Treasurer Sontag supported.  Motion carried.  Clerk Salenbien moved to approve the July, 2017, Treasurers report and Trustee Jaworski supported.  Motion carried.

Treasurer Sontag moved to waive the reading of the Correspondence and place on file.  Clerk Salenbien supported.  Motion carried.

 

PUBLIC COMMENT:  Members of the Dundee VFW spoke regarding the veterans grave plots in Maplegrove Cemetery.  These graves are available for free for veterans only.  Because the cemetery has no available graves to sell they were asked if they may interested in selling some back to the township.  The veterans wish to keep the graves and not surrender them to the township.   Out of 48 total graves available 14 of them have been used.  Additional discussion on the condition of the Knights of Pythias monument followed.  Fran Dean stated the township should be looking to the future and looking for additional ground for cemetery use.     

 

OFFICIAL REPORTS: 

Assessing Department:  None

 

Building Department:  None

 

Supervisor Uhl:  None

 

Trustee C.J.:  Trustee CJ reported there were a total of 70 runs in the month of June and 58 in the month of July, 2017.  Trustee CJ reported the fire department is looking for a new home for truck #4.  This is the truck they will retire when the new one arrives. 

 

Trustee Lazette:  Reported Dave Sedlar will be released on August 24th from the rehabilitation center.      

 

Trustee Travis Horkey:  None

 

Trustee Jaworski:  None

 

Treasurer Sontag:  Treasurer Sontag reminded residents there are only three weeks left to pay their summer tax bills.  The Treasurer’s office will be doing further credit card training tomorrow.  Reported two civil infraction letters have been settled.   

 

Clerk Salenbien:  Clerk Salenbien reported she is starting the preparation for the November election and will be attending a training class next week on the modeming process for the new tabulators. 

 

OLD BUSINESS:  None

 

NEW BUSINESS: 

Monroe County Conservation District- Funding Support:  Catherine Acerboni and Bob Potter district representatives for the Monroe Conservation district were present to ask for financial help for their operating budget.  Mr. Potter further explained what their office does for our community.  They are an entity of the state government but are not funded by the state.  Trustee Lazette moved to provide funding as we have done in the past for the Monroe Conservation District in the amount of $750.00.  Treasurer Sontag supported.  Motion carried. 

 

Pension Contribution Discussions:  The current John Hancock pension plan is being dissolved effective, September 30, 2017.  The board discussed setting up compensation in lieu of pension plan for the hourly employees and elected officials as long as they meet the criteria being established.   A new plan agreement is being reviewed.  The current contribution percentages are 3% for elected officials and 5% for hourly employees and appointed officials.  This type of compensation would be post tax and issued through payroll on their first check after the quarter ends.  Each individual would then invest on their own as they wish to do.   The board discussed the savings to the township, annually reviewing contribution percentages during budget workshops and when the payments would be disbursed (quarterly) to employees.   

Trustee CJ moved to make qualifying hourly employees and appointed positions compensation rate 5 % with quarterly contributions to be paid at the first pay period of the next quarter and continue the compensation rate 3% for elected officials to be paid at the first pay period of the next quarter.  Clerk Salenbien supported.  Motion carried.  These funds will be post tax when distributed.  A John Hancock representative will be here on the August 29th at 5 p.m. 

 

PA116 Agreement – Mark Parran:   Clerk Salenbien moved to approve the application request from Mark Parran to place 95.165 acres of land located in Section 32 into PA116.  This request has been approved by the Monroe Conservation District and Monroe County Planning. Trustee CJ supported.  Motion carried. 

 

Commissioner of Noxious Weeds – Appointment:   The board discussed establishing a “Noxious Weed Ordinance” and was presented with sample ordinances.  Prior to adopting an ordinance we can appoint a noxious weed commissioner.  The board discussed the increased number of complaints that have been received this year.  Trustee CJ felt the commissioner should have some special training so they can recognize the noxious weeds.  After discussion, Trustee Lazette moved to appoint our Ordinance Enforcement Officer Tim Ames to be the “Commissioner of Noxious Weeds and Grasses.  Trustee Travis supported.  Motion carried. 

 

Shelving Quote for Storage Rooms:  Trustee Travis moved to approve the bid from Terry Welch for building shelving in the two storage rooms in the garage at a cost of $1,382.00.  Treasurer Sontag supported.  Motion carried. 

 

Air Conditioner at Library:  One of outdoor AC units at the library has stopped working.  This unit is the one that cools the upstairs of the library.  Quotes are being requested from four different companies for replacement of this unit.  Of the two quotes that have been returned the ranges are between $7,150 and $8,320.  Trustee CJ moved to replace or fix the air conditioner at the library at the best qualifying quote at the discretion of Trustee Lazette, not to exceed $8,500.  Trustee Jaworski supported.  Motion carried.  Clerk Salenbien stated this was not in the budget so some adjustments to other departments will be necessary.   

 

ANY OTHER ADDITIONAL BOARD COMMENTS: 

Trustee Lazette thanked Trustee CJ for filling in for Supervisor Uhl. 

 

Motion made by Treasurer Sontag supported by Clerk Salenbien to pay the bills from 8/3/17 in the amount of $113,943.19.    Motion carried. 

 

Motion made by Trustee CJ supported by Treasurer Sontag to pay the bills from 8/17/17 in the amount of $19,355.98.  Motion carried. 

 

Trustee CJ stated having completed the agenda the meeting was adjourned.  Meeting adjourned at 8:50 p.m.   The next meeting will be August 29, 2017.
