DUNDEE TOWNSHIP

REGULAR MEETING

July 23, 2019

 

The Regular Meeting of the Dundee Township Board was held Tuesday, July 23, 2019, at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.    The Pledge of Allegiance was recited.  Roll call of officials was taken:  Supervisor Uhl, Treasurer Sontag, Clerk Salenbien, Trustees:  Lazette, Travis Horkey, Jaworski and Trustee C.J. were present. 

Treasure Sontag moved to adopt and approve the agenda as presented and Clerk Salenbien supported.  Motion carried.  Supervisor Uhl moved to approve the Regular meeting minutes held July 9, 2019 and waive the reading of such.  Treasurer Sontag supported.  Motion carried. Trustee Travis moved to approve the June, 2019 Treasurer’s report.  Clerk Salenbien supported.  Motion carried.  Trustee CJ moved to approve the Correspondence and place on file.  Trustee Lazette supported.  Motion carried. 

 

Kevin Decker and Dustin Drabek, of the Decker Insurance Agency introduced themselves to the Board.  The Decker Agency bought out the John Gandolfi Agency who has been our agent for years.  The township has three policies with this agency – Property, casualty and liability policy (renews 10-1-19), Accident Fund Workers Compensation policy (renews 8-31-19), and Provident (firemen insurance, renews 8-1-19).  The agency proposed to the township to have all three policies with the same renewal date of October 1, 2019.  Transitioning to one common anniversary renewal date for all 3 policies would require a short-term policy and premiums until October 1st for the Accident Fund and Provident policies.  Once these short-term policies expire, normal policy cycles will start with all policies sharing a common anniversary date of October 1st.  Dustin Drabek will contact the Clerk for more details in the upcoming weeks.   The Board made no decisions at this time.

OFFICIAL REPORTS: 

Assessing Department:  Robert Brazeau reported the Cabela’s tribunal had been settled, FCA tribunal has been forwarded to Kerry and we just received an MTT from Toyota.  A letter of resignation was received from Barry Wauldron, Assessor Assistant, effective July 26th, 2019.  Bob and Joanna discussed changing our model for the department.  Bob would like to have someone in the department at the mid-level (MCAT) who can run the day to day activities in the department.  Someone at this level would be easier to find than someone with a MCAO.  The board discussed options, hours, job description, training, costs, networking and posting/advertising for the position.   Trustee Sontag recommended we look for someone with good clerical and organizational skills who could work on a trial basis (on the job training) for eight weeks before making a decision.  At that time the individual would know if they like the work and could pursue the MCAT training.  The starting rate of pay would be $12.00 hour and would work 24 hours a week.     Trustee CJ moved to authorize Clerk Salenbien to post the position for a part-time (24 hour) Assessing Clerk starting at $12.00 hour in the local papers and websites available.  A job description will be available on our website.  All resumes are to be submitted to the Clerk by 3:00 p.m. two weeks from posting in the paper.  Trustee Jaworski supported.  Motion carried. Supervisor Uhl moved to accept Barry Wauldron’s resignation with regret effective, July 26, 2019.  Trustee Jaworski supported.   Motion carried.   

 

Building Department:  None

 

Supervisor Uhl:  Supervisor Uhl reported she attended a meeting regarding the early development of the Proposed Toledo-Detroit-Ann Arbor Rail Corridor. 

 

Trustee C.J.:  None

 

Trustee Lazette: Trustee Lazette reported the Planning Commission met last week and approved a pond application.  Trustee Lazette inquired if the township board desired to have the entire Planning Commission meet with Carlisle Wortman Associates (Planners) at their next regular board meeting to review their proposal or if it could be the sub-committee only.  After discussion, Trustee CJ moved to have the full Planning Commission Board meet with Carlisle Wortman & Associates at their regularly scheduled meeting, August 21, 2019 to discuss their proposal.  Trustee Jaworski supported.  Motion carried.

Trustee Jaworski:  None

 

Treasurer Sontag:  Treasurer Sontag reported the Summer taxes are coming in slow. 

 

Clerk Salenbien:  None

 

OLD BUSINESS:  

Amendment to Consent Judgement – Shultz Property:   Supervisor Uhl reported on the “Draft” of the Amendment to the Consent Judgement concerning the Schultz property as prepared by the township attorney.  The board members expressed concern about evidence of Mr. Shultz’s name as the Plaintiff when the initial court case involved Mr. Parran and about evidence of Mr. Shultz’s sole ownership of the property.  Supervisor Uhl will contact Kerry to investigate these concerns.  Trustee CJ moved to approve and move forward and offer agreement as our settlement as long as all the owners are signatory and authorized to sign this agreement (verify what deed shows).  Treasurer Sontag supported.  Motion carried. 

 

NEW BUSINESS: 

Discuss Fire Millage Proposal/Timeline:  The board discussed the handout prepared by Treasurer Sontag with proposed language, estimated cost to taxpayers based on taxable values and various mill’s and what each value would generate.  The current fire millage expires in December 2021.  The new millage request would not overlap with the current millage.  The board felt asking for 1 mill for a period of 10 years and placing it on the May, 2020 election would be in the best interest for the community.   Clerk Salenbien stated final ballot language still needs to be reviewed by the board, attorney, and a resolution approved by the board.  To meet legal deadline requirements for placing a proposal on a ballot these items should be ready for the board to approve in January.  Trustee CJ moved to proceed forward with the (proposed) fire millage ballot language for 1 mill for a period of 10 years and placing it on the May, 2020 election.   After the attorney has reviewed and approved the language it will be brought back to the board.  Chief Motylinski will review the language as well.  Clerk Salenbien supported.  Motion carried.    

 

ANY OTHER ADDITIONAL BOARD COMMENTS: 

Trustee Lazette inquired if there had been any feedback regarding the tax exemption issue from Summerfield Township.  Supervisor Uhl responded not yet. 

Trustee Travis questioned a Siren repair invoice on Kent Road.

Road construction on Petersburg Road has begun.  

A grass blight issue on Dixon road has been resolved. 

 

Motion made by Supervisor Uhl supported by Trustee Lazette to pay the bills from 7/18/19 in the amount of $36,287.77.  Motion carried.    

 

Motion made by Treasurer Sontag supported by Trustee Travis to adjourn the meeting.  Motion carried.  The meeting adjourned at 9:03p.m. 

 

The next meeting will be August 13, 2019.
