The Regular Meeting of the Dundee Township Board was held Tuesday, January 22, 2019, at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:16 p.m. The Pledge of Allegiance was recited. Roll call of officials was taken at the Budget Workshop held prior to the Regular Meeting with all members present except Trustee Jaworski (excused).
Treasurer Sontag moved to approve the Agenda and Trustee Lazette supported. Motion carried. Treasurer Sontag moved to approve the Public Hearing (Dundee Products) meeting minutes held, December 11, 2018 and waive the reading of such. Clerk Salenbien supported. Motion carried. Trustee Travis moved to approve the Regular meeting minutes held on, December 11, 2018 and waive the reading of such. Trustee Lazette supported. Motion carried. Trustee Lazette moved to approve the, December, 2018 Treasurer’s report and Clerk Salenbien supported. Treasurer Sontag reported the bank made an error on a deposit but has since corrected their mistake. Motion carried. Treasurer Sontag moved to approve the correspondence and place on file. Trustee CJ supported. Motion carried.

Supervisor Uhl: Supervisor Uhl reported she had requested a meeting with the Village and the owner of Dundee Products to discuss and resolve an easement and drainage problem that had occurred where the construction is being done. Supervisor Uhl reported the Township had signed and closed on the property being donated by the Lloyd Family adjacent to Oakgrove Cemetery on Dixon Road. A letter of appreciation was drafted and signed by all board members to send to Mr. Lloyd.
Trustee C.J.: Trustee CJ reported there were a total of 55 runs in December, 2018.
Trustee Lazette: Trustee Lazette reported he had installed the new light on the outside of the Library overlooking the steps. Two quotes have been received to disconnect, remove and restore the air conditioners (store in the township hall garage) at the Library to allow repair of the brick wall. The quotes were: J & K Mechanical - $1,475 and Straub Heating - $1,400. Trustee Lazette will contact someone to assess the brick wall condition to see if removal is necessary. Trustee Lazette discussed maintenance items at the fire hall and reported further investigation is being done. Trustee Lazette submitted a request for approval and reimbursement from the township to attend a code class requirement to maintain his license as a Registered Code Official. The cost to Dundee is $ 103.60. Trustee CJ moved to approve Trustee Lazette’s request to attend the2017 National Electrical Code Class at a cost of $103.60 on March 26th and 27th. Treasurer Sontag supported. Motion carried. Trustee Lazette, abstained.
Trustee Travis Horkey: Trustee Travis reported he would put property line markers identifying the corner irons on the Lloyd Road property. Trustee Travis reported the Dundee Raisinville #2 Drain is being extended to Alford and Dixon road. A culvert will be run under Alford Road and a tied into a catch basin that will allow for better drainage.
Trustee Jaworski: Absent
Treasurer Sontag: Treasurer Sontag reported taxes are coming in steadily. Treasurer Sontag will be out of town for the February 12th Board meeting.
Clerk Salenbien: Clerk Salenbien reported “Water District Lottery” letters were mailed and any requests are due by February 5th. A meeting with a Census director was held. If anyone is interested in a job with the Census Bureau for the 2020 Census, please see the link on the township website.
OLD BUSINESS: None
River Raisin Watershed 2019 Dues: Trustee Lazette moved to approve paying the 2019 River Raisin Membership Dues in the amount of $174.00. The board discussed what the RRWS does for our community. Trustee CJ supported. Motion carried.
Class Reimbursement – Gary Lazette- Electrical Inspector Class: Clerk Salenbien moved to approve the reimbursement request as submitted of $114.00 to Gary Lazette for certification code class completed in December, 2018. Treasurer Sontag supported. Motion carried. Trustee Lazette, abstained. All class expenses are split four ways since Trustee Lazette works for four townships
2018-2019 Budget Amendments: Trustee CJ moved to approve the 2018-2019 Budget Amendments as presented by Clerk Salenbien for the Revenue and Appropriations. Supervisor Uhl supported. Motion carried.
Board of Review Appointments: Supervisor Uhl reported all Board of Review members are willing to serve at this time and need to be reappointed. Trustee CJ moved to reappoint all of the current Board of Review members for the term of January 1, 2019 through January 1, 2021. Treasurer Sontag supported. Motion carried. Members of the Board of Review will be asked to stop in and take the “Oath of Office”. Supervisor Uhl reported Jeff Seitz is building a home in another township and will probably leave once it is completed and Marilyn Larson (alternate) has asked that we find a replacement for her position as she is out of town the month of March.
Wilderness Retreat Special Approval Amendments: Supervisor Uhl reported the Township Planning Commission held a public hearing requested by Wilderness Campground for an “Amendment to Special Use Approval” followed by their regular meeting. The Planning Commission approved the Wilderness Campground’s request for Amendments to the Special Use Approval and has recommended to the township board their approval. Supervisor Uhl stated the Amendments requested were to add the following services to the campground:
Beer & Wine Package Sales – The goal is not to become a party store but to provide a service to the campground. The store closes at 7 p.m. on most days and is never open past 9 p.m.
Tobacco & Lottery: Same philosophy just to offer the service to campground.
Off Season Hours: Would like to have the option to be open year-round with limited services. There is a large demand in the area for out of the area workers that do not have a place to stay.
The board discussed some concerns: road signage, permanent residencies occurring, sale of campground and restrictions on party store sales to campground users only. Board members tabled this decision until our February 12th meeting to allow further discussion with our attorney.
ANY OTHER ADDITIONAL BOARD COMMENTS:
Trustee Lazette inquired about 5-points and the liquor license transferred to new owners.
Clerk Salenbien inquired about Tire Depot progress.
Trustee Travis inquired about the FOIA request for the Assessor.
Supervisor Uhl updated the board about erosion problem on Pumpkin Hook Road. Supervisor Uhl reported the MCRC is looking at moving the road to buy us some time. However, most of our excess gradall money will be used up on this one project.
Motion made by Supervisor Uhl supported by Treasurer Sontag to pay the bills from 12/20/18 in the amount of $6,373.72. Motion carried.
Motion made by Trustee CJ supported by Clerk Salenbien to pay the bills from 1/03/19 in the amount of $1,669.26. Motion carried.
Motion made by Trustee CJ supported by Trustee Lazette to pay the bills from 1/17/19 in the amount of $9,596.58. Motion carried.
Motion made by Treasurer Sontag supported by Trustee Lazette to adjourn the meeting. Motion carried. The meeting adjourned at 9:10 p.m.
The next meeting will be February 12, 2019. A budget workshop will be held at 5:00 p.m. prior to the regular meeting.
