REGULAR MEETING
JULY 24, 2007
The regular meeting of the Dundee Township Board was held Tuesday July 24, 2007 at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited. Present were Supervisor Uhl, Clerk Lupu, Treasurer Goetz and Trustees: Larson, Lazette, Juckette and Williams. There were five citizens present in the audience.
Motion by Trustee Williams and supported by Trustee Larson to accept the agenda as printed. Motion carried.
Motion by Trustee Larson and supported by Treasurer Goetz to approve the minutes of the regular meeting held July 10, 2007 and waive the reading of such. Motion carried.
Motion by Trustee Juckette and supported by Clerk Lupu to accept the Treasurer’s Report for June 2007. Motion carried.

Motion by Trustee Williams and supported by Trustee Lazette to purchase up to $250.00 in supplies towards the refurbishing of the Old Mill through Tim Stamper’s Eagle Scout project. Motion carried.
Motion by Trustee Larson and supported by Trustee Juckette to approve the correspondence and place on file. Motion carried.
OFFICIAL REPORTS
Supervisor Uhl
A meeting was held with Mike Bezeau from the Road Commission and it was recommended that the stoning and maintenance projects begin in the fall to allow for the optimum usage of the chloride that was applied in the spring. Mike also suggested the use of an engineering fabric in the areas that received the most complaints this spring. Estimates will be provided to the township by Friday.
An informational meeting was held on July 16, 2007 regarding the proposed Nieman Road water district. Residents received cost and assessment information. The cost estimate for residents in Raisinville Township is approximately $29,000.00 and for Dundee Township residents the cost is approximately 28,300.00. Due to the cost the six residents in Raisinville Township and the nine residents in Dundee Township will be contacted by phone to see if further interest is desired. A new water agreement will need to be drafted between Dundee and Raisinville with updated information.
Mike Bezeau consulted residents on Alford Road regarding the drainage project. A new plan was discussed and further investigation will be done.
Fire Department
The siren behind the fire hall needs repairing however, a special truck will need to be used to lower it. Supervisor Uhl will contact DTE to ask for assistance. In the past Mr. Mickey Freshour has assisted. Motion by Trustee Juckette and supported by Trustee Lazette to approve up to $500.00 for the expense to have the siren lowered down for maintenance by Mr. Freshour. Motion carried.
Assessing Department
Board of Review was held July 17, 2007. Board members reviewed 36 petitions. The GEMA and Eagle Springs tribunal appeals are proceeding well. The county assessing department will no longer be developing any mapping. A program for digital mapping is being considered.
Trustee Williams
A planning commission meeting was held on July 18, 2007. The next meeting will be August 15, 2007.
Trustee Larson
A resident questioned if the pump water at the cemetery was drinkable. In the past a sign stating “No Drinking” was there. Trustee Larson will replace the sign if it has disappeared.
Treasurer Goetz
The 36 Board of Review revised tax statements have been sent out.
Clerk Lupu
The owner of the Marathon gas station received a letter from our attorney regarding the invoice for the gas spill that occurred at his station in January. He is requesting a payment plan of $500.00 per month. Board members requested a lien be placed on the property that can be removed once the invoice is paid in full, that interest is applied and attorney fees be reimbursed. Motion by Clerk Lupu and supported by Trustee Larson to accept the payment agreement with Marathon with stipulations of payment of attorney fees, interest and the application of a lien with removal upon full payment. Motion carried.
A new handicap accessible approach was poured over the weekend. The village building inspector insisted that pins be attached to the building footings. This will not allow the cement to move with the frost which could result in the cracking of the new cement.
NEW BUSINESS
The 2006-2007 Audit Report was presented to board members. New governmental reporting criteria outline significant deficiencies and material weaknesses in township governments. The township’s deficiency that was listed involved the entering of journal entries and has been corrected with a new monthly reporting system. The material weakness reported is due to the township not retaining an accountant on staff. This weakness is common among many smaller townships. The townships fund balance increased from the previous year. Motion by Trustee Williams and supported by Treasurer Goetz to accept the annual 2006-2007 fiscal year report for March 31, 2007. Roll call vote as follows: Trustee Juckette yea, Trustee Larson yea, Trustee Williams yea, Trustee Lazette yea, Treasurer Goetz yea, Clerk Lupu yea and Supervisor Uhl yea. Motion carried.
OTHER BOARD COMMENTS
The Noise, Burn and Noxious weeds ordinances may possibly be combined into one ordinance and will be presented to the board in the future.
A catch basin on Dixon Road has been staked and the location will be given to the drain commission for cleaning.
Motion by Treasurer Goetz and supported by Trustee Williams to pay the bills in the amount of $18,910.80 and approve the journal entries from April through June in the amount of $207,258.96. Motion carried.
Motion by Clerk Lupu and supported by Trustee Lazette to adjourn the meeting. Motion carried. Time of adjournment was 8:21 p.m.
