AUGUST 9, 2022

REGULAR MEETING MINUTES

 

A Regular Meeting of the Dundee Township Board was held Tuesday, August 9, 2022.  Supervisor Uhl called the meeting to order at 7:00 p.m.  The Pledge of Allegiance was recited. Present were: Trustees: Gary Lazette, Travis Horkey and Ken Jaworski, Supervisor Uhl, Treasurer Hunt & Clerk Sanders. Trustee CJ Horkey was excused. Clerk Sanders made a motion to revise the agenda and add the MTA invoice to old business. Treasurer Hunt supported. Motin carried. Trustee Jaworski made a motion to approve the Regular Meeting minutes from July 26,2022, with an amendment from Treasurer Hunt to correct the date. Trustee Lazette supported. Motion carried. Trustee Travis Horkey abstained.

Trustee Travis Horkey made a motion to place one item of correspondence on file & waive the reading. Treasurer Hunt supported. Motion carried.

 

 

PUBLIC COMMENT:

A Township resident attended the meeting to discuss the cemetery.

 

OFFICIAL REPORTS: 

Library: Jennifer was unable to attend the meeting but sent a report to the board members with an update. There will be a book sale on August 12th & 13th, 2022 from 10am – 1pm.Prices are by donation. 3,014 items were checked out in June 2022 which is about double the items checked out in June 2021.In August, the adult book clubs will begin again, as well as 2 summer splash days, a family gaming unplugged night & a get crafty day for little ones.

 

Assessing: No report at this time.

 

Building Department: Dennis Kolar attended the meeting & gave the board a report of the building permits from January 1st, 2022 through August 9, 2022.

 

Supervisor Uhl: Supervisor Uhl discussed that the Old Mill will be having a cemetery tour of Oak Grove & asked that Trustee Ken Jaworski talk to the mowing company & let them know so that mowing can be done before or after.

She also discussed the Fire Department. The Fire Chief is in need of minitor & battery replacements from Herkimer in the amount of roughly $3,000.00. Supervisor Uhl made a motion to approve the Fire Department to purchase replacements with a cost not to exceed $4,000.00. Treasurer Hunt supported. Motion carried.

 

Trustee C.J. Horkey:  Trustee CJ Horkey was excused.

 

Trustee Gary Lazette: Trustee Lazette noticed that the rear library windows, located under the awnings were very dirty. After discussion, Trustee Lazette made a motion to have the rear windows cleaned with a cost not to exceed $250.00. Clerk Sanders supported. Motion carried.

 

Trustee Travis Horkey: No report at this time.

 

Trustee Ken Jaworski: Rick’s has cleaned up the fallen tree at the cemetery & Trustee Jaworski has had calls that residents are happy with the clean-up & the work that’s been being done by Rick’s lawn service.

 

Treasurer Lisa Hunt: Treasurer Hunt gave an update of the office. Tax payments are still being made and seem to be coming into the office at a steady pace.

 

Clerk Sharayah Sanders: Clerk Sanders gave an update on the election. The August 2, 2022 election went well. Including AV ballots, there was 26.62% turnout, for a total of 1, 832 voters. 880 AV ballots were issued to voters & 723 were returned to the Clerk’s office. 

 

 

OLD BUSINESS:

  • PEDDLER ORDINANCE REVIEW: The board discussed a peddler ordinance & ideas that they might like to have included. Supervisor Uhl asked that the board send ideas to her so that a list can be made & can be reviewed more at the next meeting.  

 

 

  • MTA DUES: After discussing what services MTA offers, Supervisor Uhl made a motion to pay the annual dues to MTA in the amount of $6,852.61. Trustee Lazette supported. Motion carried.

 

 

NEW BUSINESS:

  • Resolution 2022-1A (Moratorium on Large Scale Solar Alternative Energy Systems)

After board discussion, Trustee Travis Horkey made a motion to adopt Resolution 2022-1A to extend the Moratorium on Large Scale Solar Alternative Energy, with changes to the first two paragraphs, changing the word “Farm” to “Array”. Treasurer Hunt supported. A roll call was taken. Motion carried. (Vote: Yes- Trustees Gary Lazette, Travis Horkey, Ken Jaworski. Treasurer Hunt, Clerk Sanders & Treasurer Hunt)

 

  • Resolution 2022-2A (Moratorium on Large Scale Wind Alternative Energy Systems): Supervisor Uhl made a motion to adopt Resolution 2022-2A to extend the Moratorium on Large Scale Wind Alternative Energy. Trustee Travis Horkey supported. A roll call was taken. Motion carried. (Vote: Yes- Trustees Gary Lazette, Travis Horkey, Ken Jaworski. Treasurer Hunt, Clerk Sanders & Treasurer Hunt)

 

 

  • Monroe County Conservation District Donation: After discussion, the board asked for more information. Will discuss more at a later date.

 

 

  • Fire Truck Master Lease Purchase Agreement: Treasurer Hunt made a motion to authorize the Clerk and/or the Supervisor to sign the documents for the fire truck lease. Clerk Sanders supported. Motion carried.

 

 

  • Gloff Road Drainage: Trustee Ken Jaworski made a motion to bid out phase one of the project with the condition that if the bid cost is too high, it will be passed on. Trustee Travis Horkey supported. Motion carried.

 

 

 

 

 

In Additional board comments, Trustee Travis Horkey asked about Dixon Road & if it is due to be chip-sealed this year. Treasurer Hunt asked about the drain issue on Kent Rd. Trustee Jaworski asked if there has been an update from the surveyor.

 

 

Trustee Travis Horkey made a motion to pay the bills from 8/4/22 in the amount of $21,773.18. Treasurer Hunt supported. Motion carried.

 

Treasurer Hunt made a motion to adjourn, Trustee Gary Lazette supported. Motion carried.

 

The next meeting will be August 23, 2022 at 7pm.
