REGULAR MEETING MINUTES

 

A Regular Meeting of the Dundee Township Board was held Tuesday, January 11, 2022.  Supervisor Uhl called the meeting to order at 7:00 p.m.  The Pledge of Allegiance was recited. Present were: Supervisor Uhl, Treasurer Hunt, Clerk Sanders and Trustees: Gary Lazette, CJ Horkey, Ken Jaworski & Travis Horkey.

Supervisor Uhl made a motion to revise the agenda to add the Monroe County Road commission contract for excess gradall & also add Resolution 2022-2 establishing a moratorium on large scale wind energy systems or wind farms applications. Trustee Travis Horkey supported. Motion carried. Trustee Ken Jaworski made a motion to approve the minutes from the regular meeting held on December 14,2021. Trustee Gary Lazette supported. Motion carried. There were no items of correspondence for this meeting. Monroe county sheriff, Troy Goodnough, attended the meeting to give an update the activity over the last year. In 2020 there were 87 calls for service that required a written report. In 2021, that number has decrease down to 66 calls for the year. He also updated the board on the status of their new records management system, which will help in the future with more statistical data.

Jennifer from the MCLS also attended to give an update on the library & the programs that they have been offering. For the month of November, the library had just shy of 2000 items checked out. They have started sensory preschool programs and in December, had a family program where families could come in and do cookie decorating. They were pleased that it went smoothly & had 57 people attend. All Monroe County library system offices will be closed Monday January 17, 2021 for Martin Luther King Jr. day.

Supervisor Uhl discussed that 2 new Board of Review members will need to be appointed. Dennis Kolar, the building inspector attended the meeting to give an update with reports for the monthly permit list & zoning compliance report. 

Supervisor Uhl received a letter from the Village of Dundee DDA notifying everyone that they are holding 1 of their 2 annual information meetings on January 17, 2021 at 6pm in the council chambers if anyone is interested in attending. Trustee CJ Horkey gave an update for the Fire Department. For the month of December 2021, there were 72 calls in the Village, 27 in the Township & 3 mutual aid calls. For the year of 2021, the fire department had 1,025 calls. There were 738 calls in the village, 219 in the township & 68 mutual aid. The board received an email from the fire chief concerning the extreme increase in calls and the department as a whole being stretched very thin. Trustee Horkey, Supervisor Uhl & Chief Motylinski plan to sit down and discuss the needs of the fire department and what can be done to assist them in areas that they need help. Chief Motylinski also informed the board that during the fire on 1/10/22, one of the firemen fell into a set of tires that were burning but was thankfully wearing his gear. The coat will need to be replaced for that fireman.

Trustee Gary Lazette expressed his concerns on the spike of Covid and his request for the board to be spread out so that we can continue to meet without putting anyone at risk.

Trustee Travis Horkey, Trustee Ken Jaworski, Treasurer Hunt & Clerk Sanders had no items to report at this time.

In new business the board discussed the River Raisin Watershed council dues. Trustee Lazette spoke about the council and made a motion to pay the River Raisin Watershed council dues in the amount of $174.00. Trustee Ken Jaworski supported. Motion carried.

Supervisor Uhl discussed Resolution 2022-1, Establishing a Moratorium on large scale solar alternative energy systems or solar farms applications. Trustee CJ Horkey made a motion to adopt resolution 2022-1. Trustee Travis Horkey supported. A roll call was taken. The vote was unanimous, motion carried. The board also discussed Resolution 2022-2, Resolution establishing a moratorium on large scale wind energy systems or wind farms applications. Trustee Ken Jaworski made a motion to adopt resolution 2022-2. Trustee Gary Lazette supported. A roll call was taken, the vote was unanimous. Motion carried. The board discussed the MCRC contracts that the township received for dust control & excess gradall. Trustee CJ Horkey made a motion to accept the MCRC contracts for dust control & excess gradall. Trustee Travis Horkey supported. Motion carried.

The board had 1 bid returned for the snow removal contract that covers the Township Hall, Library & Fire Department. Lee Wright retuned the bid for the term of 1/11/2022 through 4/15/2022 at a cost of $75.00 for snow & $50.00 for salt at the Township Hall, a cost of $35.00 for snow & $35.00 for salt at the library, and $225.00 for now & $190.00 for dow flakes at the fire hall. Trustee CJ Horkey made a motion for the supervisor & clerk to enter into a contract with Lee Wright for snow removal at the Dundee Township Hall, Library & Fire Hall. Treasurer Hunt supported. Motion carried.
There were 2 bids for the custodial contract at the Dundee Township Hall & Library. One bid is from Linda Carroll, with a cost of $100.00 a month for the township hall cleaning, $550.00 a month for the library cleaning and $15.00 an hour for any additional cleaning. The second bid is from Julie Snead with Clean Freaks, at a cost of $100.00 per month for the township hall, $487.50 per month for the library, which includes monthly cleaning of the downstairs area & $25.00 an hour for any additional cleaning. This bid quote includes their own cleaning supplies & equipment to complete jobs. They are insured & bonded through Jones Insurance of Milan. After some discussion, Trustee Ken Jaworski made a motion to award the contract to Clean Freaks (Julie Snead) for the township hall & library custodial position until 3/31/2023. Clerk Sanders supported. Motion carried.

The board discussed training for the Board of Review members. There are online courses that are $78.00 per person & books are $34.50 per person. The classes have 3 different dates and after speaking to the BOR members, they decided that the February 9th & 14th 2022 were the classes that worked best. Trustee Ken Jaworski made a motion to approve the BOR members to attend the training with MTA not to exceed $400.00. Trustee Gary Lazette supported. Motion carried.

Trustee Ken Jaworski discussed Maple Grove cemetery. There are some pot holes throughout the inner roads that need to be filled, but suggested waiting until spring so that the newly laid gravel isn’t scrapped away or into the grass with the snow when its cleared. The gate has been removed due to it no longer being used. Removing it opened up the space and allows equipment and vehicles to move through that area easier. Trustee Gary Lazette also discussed the virtual MTA meeting he attended 1/11/22 concerning the APRA funds and ideas on what the funds can be used for.

Trustee CJ Horkey made a motion to pay the bills from 12/28/21 in the amount of $14,732.09. Treasurer Hunt supported. Motion carried. Clerk Sanders made a motion to pay the bills from 1/6/22 in the amount of $7,922.61. Trustee Travis Horkey supported. Motion carried. Treasurer Hunt made a motion to adjourn the meeting. Trustee Gary Lazette supported. Motion carried. The next meeting will be January 25, 2022.
